Minimum Qualifications For Permanent Appointment:
Candidates must be reachable on the Civil Service List for this title or be a NY State Employee eligible to transfer via 70.1 or 52.6 of the Civil Service Law with one year of permanent service in the qualifying title.

For Provisional Appointment:

In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment:

A bachelor's degree plus three years of program evaluation experience* in a human services setting.**

* Program evaluation experience is defined as experience in the design, development, implementation, and evaluation of methods to measure program (not individual client) needs, process, outcome, and their relationships in terms of objective criteria of effectiveness and efficiency.

** Human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.

Substitution: A master's degree in business, economics, health care administration, hospital administration, public administration, statistics, quantitative analysis, organization management, or a closely related field can be substituted for one year of experience. A doctoral degree in a field with emphasis on evaluation techniques can be substituted for two years of experience.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description The objective of the Division of Quality Improvement (DQI) is to integrate and promote quality improvement practices throughout our system to enhance the quality of services and outcomes for the individuals we serve. The Continuous Quality Improvement (CQI) Unit plays a key role in identifying opportunities for improvement and implementing quality improvement strategies both internal to the division and enterprise-wide.
The Mental Hygiene Program Evaluation Specialist 3 will be a key member of this unit and perform the following:
• Supervise, oversee, and/or perform the day to day operational work needed to maintain and improve DQI’s data collection systems, including design changes/system modifications required for the transition to managed care. Develop and write policies, procedures and instructions related to using DQI’s data collection systems. Example of operational work the incumbent may perform or supervise include the following: approve new users to data base applications; assign DQI security roles; upload and transmit data; update database tables for new tag references and survey team changes; ensure needed changes to agency profile information and provider records are entered, etc.
• Extract and analyze data from DQI database applications to assist management in decision making. Develop and compile reports based on data analysis and make recommendations. Work with and supervise assigned subordinate staff to perform data extraction, analysis, and reporting from DQI systems.
• Assist in the planning, design, development, implementation and ongoing evaluation of supports and services as pertaining to DQI’s functions and assignments.
• Interface with internal DQI staff statewide and external staff including ITS staff, to ensure the timely submission of required information for reports and data analysis.
• Assist in the development of outcome measures and performance indicators and related reporting.
• Assist in the development and revision of survey instruments to ensure the collection and compilation of needed survey information and data collection processes for analysis and reporting. Develop instructional materials and provide training as needed.
• Serve as consultant and/or liaison to assigned committees and performance improvement teams and perform assigned work.
• Assist in transitioning Division’s business model for transformation and transition to a managed care environment.
• Support implementation of provider quality ratings system and federal waiver and programmatic measures.
