Minimum Qualifications For permanent appointment:

For provisional appointment:
A bachelor's degree plus two years of program evaluation experience* in a human services setting. **
* Program evaluation experience is defined as experience in the design, development, implementation, and evaluation of methods to measure program (not individual client) needs, process, outcome, and their relationships in terms of objective criteria of effectiveness and efficiency.
For the purpose of this examination, qualifying program evaluation experience is considered to be experience in which your primary responsibility is developing data collection instruments and processes, analysis, and reports for agency-wide initiatives, including: incident review patterns and trends; patient admission and discharge reports; monthly and quarterly data collection for regulatory bodies such as the Joint Commission; employee accident reports; overtime utilization; and staff retention. Such functions would involve the following activities: determining appropriate performance indicators for a program or organization; designing client satisfaction surveys; designing outcome measurement instruments and processes; aggregating and analyzing data and presenting the results of the effort in a report; designing and implementing needs assessments processes; leading or facilitating failure mode and effect analysis; root cause analysis; performance improvement projects; and reviewing organizational performance to determine the level of compliance with the standards of oversight agencies.
For the purpose of this examination, non-qualifying program evaluation experience is considered to be experience in which your responsibilities include conducting assessments of individual client needs; using existing data collection instruments designed by others; evaluating goal attainment for individual clients; participating in a group analysis or improvement effort led and facilitated by others; administering psychological tests to an individual client; and program evaluation experience limited to the applicant's program(s) and/or programs that do not provide services to a significant number of individuals.
** For the purpose of this examination, a human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.
Substitution: A master's degree in business, economics, health care administration, hospital administration, public administration, statistics, quantitative analysis, organization management, or a closely related field can be substituted for one year of experience.
A doctoral degree in a field with emphasis on evaluation techniques can be substituted for two years of experience.

Duties Description The objective of the Division of Quality Improvement (DQI) is to integrate and promote quality improvement practices throughout our system to enhance the quality of services and outcomes for the individuals we serve. The Continuous Quality Improvement (CQI) Unit plays a key role in identifying opportunities for improvement and implementing quality improvement strategies both internal to the division and enterprise-wide.
The Mental Hygiene Program Evaluation Specialist 2 would be a key member of this unit and would perform the following:
• Support the development of outcome and provider performance measures.

• Collect and analyze data to assist DQI management in decision making including, but not limited to, quality and utilization of services, facility compliance and performance.

• Write reports on data analysis, make recommendations based on research, and develop policy/ procedure manuals and checklists for data collection.

• Assist in the development and maintenance of data collection systems including DQI databases.

• Assist in the development of survey instruments and protocols under managed care.

• Assist with testing system modifications/database changes, verification of data entry, data accuracy and integrity, and publication of outcome and provider performance measures (including posting to OPWDD website) to ensure transparency and availability of key metrics under the waiver and managed care.
