Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1 (Programming), G-14, OR in a position at the G-12 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates eligible for consideration under Section 70.4 of Civil Service Law with one year of permanent competitive service as a G-12 or above with active status on the eligible list for this title and those eligible for consideration under Section 55 b/c are also encouraged to apply. For 55 b/c consideration, candidates must satisfy at least one of the following:

1. An associate's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems; OR

2. A minimum of 60 college semester credit hours including at least 15 credit hours in computer science including or supplemented by 9 credit hours in programming languages; OR

3. A total of one year of experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing.

Preferred Quals:

This position will be charged with coding in .Net technologies for various OCFS Units and functions. Preferred candidates would have a minimum of one year’s experience developing .Net custom applications in a N-Tier environment utilizing Oracle as the backend database. Experience in MVC, WCF and JQuery is highly desired. A candidate with excellent problem-solving skills is also desired.

Duties Description The Information Technology Specialist 1 (Programming) will be stationed at the Office of Children and Family Services (OCFS) in the Web Applications Unit, which is charged with developing custom web applications, and is a VB.Net, Microsoft & Oracle shop.

Duties will include, but not be limited to:

• Hands-on coding of custom transactional web applications using: VB.Net; JQuery; Windows Communication Foundation (WCF); Model View Controller (MVC); Java Script; Web Services; N-Tier methodologies within a VM Ware environment; Team Foundation Server; Visual Studio;

• Writing packages, stored procedures and triggers in PL/SQL for Oracle databases;

• Effectively communicating and interacting with other units including: Database Administrators; Server maintenance unit; Business users and stakeholders; Other Office of Information Technology Services (ITS) business units, as necessary;

• Designing and deploying complex SQL objects and relational database design;

• Assisting with scheduling of assigned projects and reporting to management the progress of all projects assigned;

• Participate in brainstorming sessions for system-related problems;

• Hands-on application testing utilizing Mercury Quality Center and tracking and reporting bugs to appropriate individuals.
