Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law. Candidates must have one year of permanent competitive or 55-b/55-c service in a clerical or secretarial title allocated to Grade 5 or higher.
This position is normally filled via competitive Civil Service examination; however, a viable eligibility list may not exist in this location. Therefore, NYSDOT may be authorized to make a provisional appointment at this location. If you are appointed provisionally, you will have to take and pass the next Civil Service examination for this title, when it is administered. Employees appointed provisionally must be reachable on the resulting eligibility list for that title or their employment in the position will end.
Duties Description Duties include, but are not limited to, assisting in managing the budget and assuring compliance with State purchasing procedures. This includes responsibility for preparing purchase orders and vouchers using AS400 and the Statewide Financial System (SFS), monitoring expenditures, and reconciling incomplete or incorrect invoices with vendors. The TOA2 performs a variety of personnel functions including the preparation and submission of various paper and electronic forms associated with personnel transactions and employee benefits, conducting new employee orientations, assisting employees with various personnel and administrative questions, and ensuring timely and accurate data entry into department computer applications such as MAMIS, HRIS, AS400, and TRINFO. Strong skills with Microsoft Office Suite are preferred. The candidate must have the initiative necessary to work independently and handle various situations as they arise. Supervisory duties will be assigned and the successful candidate will be required to attend and complete supervisory training.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
