Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming) OR have one year of permanent competitive or 55b/c service in a title eligible to transfer under §52.6 of the Civil Service Law AND either a bachelor's degree or higher in computer science, computer information systems, telecommunications, or management information systems OR a bachelor's degree or higher in any field including or supplemented by 15 credit hours in computer science with at least 9 credit hours in programming languages OR a bachelor's degree or higher in any field and at least one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR a minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR a total of two years of experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR be reachable on the Information Technology Specialist 2 (Programming) eligible list.
*Leads to a maximum salary of $66,494 based on annual performance advances.
Duties Description The New York State Education Department's (NYSED) Office of Information Technology Services (ITS) is seeking applications for the position of Information Technology Specialist 2 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbents of these positions will work as members of the application development team, provide programming support for NYSED's enterprise applications and develop Information Technology (IT) solutions to support the business needs of NYSED. Duties of these positions will include, but not be limited to, the following:
• Write computer programs based on developed and approved program specifications, including but not limited to, the Java programming language;
• Develop, modify, and implement responsive and accessible web-based applications;
• Collaborate with program office and IT staff to understand the business requirements of the information system(s);
• Analyze and recommend system modifications and determine the impact of proposed changes;
• Identify and troubleshoot problems and implementing necessary solutions;
• Conduct unit and integration testing of application components;
• Assist with system maintenance activities;
• Conduct business systems analysis and design while working closely with IT technical unit staff;
• Ensure that systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices; and
• Exhibit knowledge and practical experience programming in Java, PD/SQL, PHP, SQL, XML, HTML, CSS, JavaScript, Oracle Databases, and AIX.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. Filling of these positions are contingent upon Division of Budget approval.
