Minimum Qualifications 70.1 Transfer:
One year of permanent competitive or 55 b/c service as a Head Account Clerk, Payroll Analyst 1, Senior Budgeting Analyst, or a Senior Personnel Administrator and meet transfer eligibility requirements

Duties Description The incumbent may perform or supervise staff who perform a variety of payroll processing tasks, including hires, terminations, line changes, leaves, data changes, transfers, and reinstatements for assigned agencies that are customers of the BSC. The incumbent will handle the more complex payroll and salary issues including:

• Reconstructing employee salary histories to determine or verify appropriate salary, while taking into account eligibility for miscellaneous payments and additional salary factors.
• Reviewing and interpreting control agency bulletins and assist in the development of internal procedures to implement control agency directives and establish the best practices to be utilize within the payroll unit.
• Performing biweekly reconciliations of employee information in automated systems such as PayServ, NYSTEP, HCM, and LATS.
• Supervising lower level staff including assigning work and providing training as necessary.
• Certifying the payroll for submission to the control agency utilizing a variety of internal controls, reports, and audits to insure that all payroll submissions are accurate and in compliance with applicable laws, rules, and regulations.
• Providing excellent customer service concerning payroll related topics to employees and customer agency HR personnel, which is key to the mission of the BSC.
• Reviewing BSC metrics and identifying improvement and/or efficiency opportunities.
• Leading team huddles and implementing LEAN principles.
• May be assigned special projects as needed.
