Minimum Qualifications Must be permanent in New York State service as a Clerk 2, Calculations Clerk 2, or other competitive class title which has been determined to be appropriate for a Section 70.1 transfer to a Clerk 2; Excellent writing, interpersonal, organizational, and customer service skills; Able to work alone and as part of a team; Familiarity with the PSTP Program preferred.


Duties Description Under the general supervision of the Public Service Training Program (PSTP) Team Leader, the incumbent will be responsible for Fiscal Processing of approved applications. The Office Assistant 2 (Calculations Clerk 2) will also have significant knowledge of the PSTP Reimbursement Program Guidelines and utilize them in performing initial reviews of online and paper reimbursement applications. Duties include but are not limited to: Fiscal Processor - Retrieve approved application information from PSTP OA; Enter application and fiscal information into Statewide Financial System (SFS); Obtain payment reports from SFS upon payment being issued;Reconcile application history in PSTP OA to show payment has been issued; Assist in requesting and reissuing stop payment requests. Initial Review of Online and Paper Applications -
Serve as an initial reviewer for reimbursement program applications to ensure accuracy and correct support documentation; Review applications to ensure there is no duplication of payments; Manage applications within the online system; Determine eligibility and timeliness within program guidelines; Contact applicants or providers to request information and/or documentation that is missing or incomplete; Deny applications that do not meet guidelines and explain the decision to applicants. Perform Routine Record Keeping for the PSTP Reimbursement Program - Scan, duplicate and save documents electronically and in hard copy; Ensure files are accurately and properly filed electronically and in hard copy; Display confidentiality when dealing with all aspects of the program including participant information and records. Online Application System Support - Assist staff by answering questions regarding applications and computer system functions; Make suggestions for improvements to online system; Perform system testing.
