Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, G-27 OR in a position at the G-25 level or above deemed administrative under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.
Preferred Qualifications:
• Masters Degree in Computer Science or related Information Technology discipline
• Web design and development experience using HTML, CSS, JavaScript, PHP, AJAX, Responsive Design, and Content Management Systems
• Programming experience with Java, .NET, or other object oriented development as well as xperience with Reporting and Analytic tools such as Crystal Reports, Business Objects, OBIEE, Oracle Siebel BI Publisher
• Information Management experience
• Experience with creating and modeling business rules
• Understanding of the System Development Life Cycle and Release Management
• Oracle Policy Automation and Oracle Service Cloud experience
• Experience leading a team supporting and maintaining COTS software such as Accela Automation
• Supervisory experience
• Highly motivated and a strong communicator
Duties Description : The Manager Information Technology Services 1 will be assigned to the Business Express (NYBE) team, a component of the Enterprise Business Solutions Division to fill the role of NYBE Manager of Application Development Services, a leadership position within the application development section of a large team assembled to create and support an enterprise solution and related components. The enterprise solution offers NYS agencies and their constituents an automated solution for licensing, permitting, and other business transactions. The solution contains both Commercial off the Shelf (COTS) components and custom developer user interfaces, reporting and integration components. The incumbent will manage the software development and maintenance of specific components in the overall solution. The incumbent will manage development teams consisting of web, user interface, object oriented development, rules creation, information management, reporting, and existing front end and back end COTS components. The incumbent will also be responsible for the delivery of work products as well as directing the work of subordinate staff, and collaborate with peers within Central ITS, as needed, and the vendor staff contracted to deliver solution. Duties include but are not limited to, the following:
• Manage the day to day operations of the software development and maintenance within their area of responsibility providing direction, supervision, leadership, training and mentoring.
• Lead a development team for web, user interface object oriented development, and COTS components
• Lead an information management team including report delivery and administration
• Develop documents and artifacts for all aspects of software design, development, implementation and support (including but not limited to: planning documents, scope documents, system analysis design documents, COTS configuration, software development, testing, quality assurance planning, implementation planning, etc.)
• Maintain awareness of new technologies and innovations in their area of specialty.
• Contribute to the establishment of and assist in the enforcement of best practices, policies and procedures.
• Set priorities and direction for subordinate staff.
• Assist subordinate staff with problem solving.
• Collaborate with their peers with the NYBE Application Development section, the NYBE business relationship and NYBE technology support team members.
• Develop a deep understanding of the solution’s software development environment under their area of responsibility.
• Develop an understanding of the licensing agencies’ needs.
• Assist in the management of vendor relationships and their product delivery.
• Encourage an environment in which their section is motivated and energized to high performance.
• Recognize and foster excellence from those working under their supervision.
• Effectively communicate with NYBE leadership sharing status, concerns, and recommendations.
• Perform a full range of supervisory duties.
