Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2 (G-29) OR in a position at the G-27 or above and who are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades or one M-grade.
Duties Description The Manager Information Technology Services 2 will be assigned to the Environment and Energy Cluster (EEC) and will work to ensure that EEC’s architecture and services tightly align with and support the needs of member agency users. This position will work in cooperation with the Enterprise to establish and support strategic Enterprise platforms and leverage the use of those platforms within the Cluster as appropriate. The position will also be responsible for assuring technology architecture and security standards for systems and applications are maintained as well as developing and maintaining the EEC’s architectural model. The incumbent will support all EEC agency Data Center consolidations and migrations of critical systems and perform administrative and strategic functions to assist the Cluster CIO in managing the operations of the Cluster IT organization. Duties include, but are not limited to, the following:
• Develop a keen awareness and understanding of customer business plans, processes and initiatives. This will include an in depth knowledge of existing agency architectures and application portfolios.
• Provide vision and direction for innovative problem solving and anticipates future needs in relation to IT industry trends. Promote use of new productive and more efficient technologies, serving as the engine of technological innovation for the Cluster in line with Enterprise services and platforms.
• Apply enterprise-wide approach to IT projects and promote innovative technological solutions to address changing business and operational needs.
• Lead and manage the Cluster Architecture Review Board. Participate in discussions with Business Solutions and Project Management teams about the planning and design of new systems. Provide guidance and input in the development of related ITIR requests.
• Work closely with the Business Solutions and Shared Services teams to ensure new systems and applications are designed and implemented according to secure architectural standards.
• Provide support for shared services in the Cluster; identify opportunities for system consolidation and integration and areas for potential improvements in efficiency.
• Represent the Cluster at the Enterprise level, support Enterprise solutions and technology adoption, participate in technology discussions, and present the interests and technology needs of the Cluster.
• Develop and maintain documentation relating to all “as is” architectural operation models for each of the Clusters five agencies. Develop and maintain all architectural information related to Cluster applications in Enterprise Elements. Set and maintain standards for updating information as necessary.
• Develop documented “to be” architectures to support all EEC agency business functions in conjunction with the COO Data Center, Network and Platform service areas.
• Oversee the development and maintenance of Solutions Architecture standard, procedures and programs related to risk management, change control, business continuity and disaster recovery.
• Stay up to date on the current security issues and standards being established for the State.
• Coordinate the development and implementation of, continuity of operations plans for specific Cluster/Agency applications and systems which have been identified as critical, to ensure their continued availability in the event of disaster or other exigent circumstances.
• Work closely with COO Enterprise Operations staff to oversee and coordinate all infrastructure migrations such that critical business systems and applications continues to be available during the execution of the Data Center consolidations and application migrations.
• Serve on committees to plan special projects and prepare Request for Proposals, evaluate proposals, and address special IT needs.
• Manage team of high level architects and performs full range of supervisory duties. Monitor project progress, review major staff initiatives and products, and make recommendations as appropriate. Conduct performance reviews of direct subordinates and ensures the timely completion of performance reviews for staff in the Solutions Architecture & Coordination Bureau.
