Minimum Qualifications There is no eligible list for this title. To qualify for a transfer under Section 52.6 of the Civil Service Law, candidates must have one year of permanent competitive service in a Grade M-3 or higher in a title designated as 52.6 eligible and be otherwise eligible for transfer.
In order to qualify for a provisional appointment pending examination, candidates must have one year of permanent competitive service in a financial management or budgeting position allocated to M-2 or higher.
In order to qualify for internal promotion, candidates must be an employee of DCJS and must have one year of permanent competitive service in a financial management or budgeting position allocated to M-2 or higher. If there are three or fewer qualified and interested internal candidates, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law.
Duties Description The Director of Financial Administration 4 directs the Division of Criminal Justice Services (DCJS) Office of Financial Services and is responsible for the overall financial administration for DCJS and two hosted agencies: the Office for the Prevention of Domestic Violence and the State Commission of Correction. The Office of Financial Services also provides administrative support to the Office of Victim Services; and provides host agency access to our Oracle Financial Management System to the Division of Homeland Security and Emergency Services.
Responsibilities of the Director of Financial Administration 4 include: overseeing and supervising staff in the Office of Financial Services; ensuring compliance with policies and procedures; developing and executing comprehensive programs of financial policy and fiscal control; providing comprehensive financial advice and assistance to management by serving as financial advisor in management planning, policy and decision-making activities; and providing overall direction and coordination of all State and Federally funded functions and activities including, Budget; Local Assistance Grants; Procurement; Business Office; Revenue; Accounting and Reporting; and Enterprise Initiatives.
