Minimum Qualifications A Bachelor’s degree and 3 years of experience in information technology or in a healthcare administration role that required interaction with healthcare information technology systems and oversight of system change; OR an Associate’s degree and 5 years of such experience; OR 7 years of such experience. A Master’s degree may substitute for one additional year of experience.

Preferred Qualifications:
Thorough knowledge and familiarity, including at least four years of experience, with the Title XIX Medicaid Program. Thorough knowledge and familiarity, including at least three years of experience, with large-scale claims processing systems, such as Medicaid Management Information Systems. Knowledge and familiarity, including at least three years of experience, with quality assurance and contract compliance processes and procedures. Ability to develop and maintain working relationships with local districts, the Medicaid provider community, other bureaus within OHIP, other departments and federal agencies. Excellent communications skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives. At least two years experience supervising staff.

Duties Description Reporting to the Bureau of eMedNY QA Unit Team Lead, this position will assist in the oversight and direction of quality assurance and contract compliance projects and initiatives within the NYS MMIS, eMedNY, until the position is ended in conjunction with the retirement of the eMedNY system. The QA Unit performs traditional quality assurance and contract compliance activities within eMedNY, and provides support for other state agencies, bureaus, divisions, contractors, local governments and federal agencies. Duties include performing QA and contract compliance reviews, (e.g., to insure the contractor is meeting or exceeding all Service Level Agreements), coordinating eMedNY Data Dictionary changes and eMedNY Edit Status Clearances, maintaining the Shoppers system and IPRO recoveries and reversals in support of other agencies, and attending external audit entrance and exit conferences. Since the system is under constant and close scrutiny by the NYS Office of the State Comptroller and the federal Office of the Inspector General, the provision of written responses to the preliminary, draft and final audit reports by those agencies, including the systems research necessary to prepare them, is of paramount importance. In addition, this incumbent will serve as a Subject Matter Expert (SME) for the Planning and Design, Development and Implementation (DDI) phases of the new Medicaid Administrative Services contractor’s replacement MMIS system (MAS), and support the transition of operations from eMedNY to the new system. Specific responsibilities and duties will include but are not limited to: work collaboratively to identify and resolve quality assurance and contract compliance problems and issues; assure that ongoing eMedNY operations and evolution functions are performing efficiently.
