Minimum Qualifications Candidates must be reachable on the current Civil Service eligible list OR be a current New York State employee eligible to transfer under Civil Service Law Section 70.1 or 52.6. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.


PREFERRED QUALIFICATIONS:

• Strong computer skills, including experience with Microsoft Excel, Access and Word;
• Knowledge and experience utilizing OPWDD’s Tracking and Billing System (TABS);
• Knowledge and experience utilizing the Medicaid Data Warehouse (MDW);
• Knowledge and experience utilizing the eMedNY Thin Client Application.

Duties Description POSITION DESCRIPTION:

The Associate Budgeting Analyst will be a key member of the Central Operations Unit and be responsible for assignments related to a variety of functions, including the day to day oversight of cash receipts related to OPWDD Medicaid claiming, transmission of OPWDD funds to various state accounts, and Medicaid billing technical assistance to OPWDD provider agencies.

PRIMARY DUTIES AND RESPONSIBILITIES:

Duties and responsibilities related to this position include, but are not limited to the following:

• Provide weekly Medicaid cycle payment information to Department of Health Financial Management staff for purposes of allocating appropriate Medicaid funds to OPWDD;

• Query Medicaid billing and payment information from the Medicaid Data Warehouse (MDW) and provide detailed data to Budget Office/Revenue Management staff for fiscal planning operations;

• Provide timely Medicaid accounts payable information to the Associate Commissioner of Revenue Management to assist with meeting financial obligations;

• Provide breakdown of Medicaid payment information into appropriate service categories to assist agency staff with financial reporting requirements. Service categories will at a minimum distinguish between Medicaid State Plan and comprehensive Waiver services, with additional breakdown as required;

• Transmit Medicaid revenue funds to DASNY Patient Income and SRO Accounts and upload supporting documents into the Statewide Financial System (SFS) as needed;

• Provide advance notice to DASNY staff about pending revenue transmittals;

• Assist the Bureau Director with various tasks, and work with agency fiscal staff - related to revenue analysis, including reporting of receipts by service category and tracking of federal/state revenue components as needed; ensure OPWDD revenues are accounted for and reported appropriately;

• Supervise subordinate staff and complete performance evaluations as needed;

• Provide Medicaid billing reports for purposes of identifying expenditures related to service provision;

• Provide technical assistance on Medicaid billing to provider agencies and OPWDD staff.
