Minimum Qualifications Interested candidates must currently be reachable on the Assistant Director Information Technology Services 1 eligible list OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 27 or higher.

Duties Description Manage and lead the day-to-day performance of the Enterprise Application Technologies Team within the Enterprise Applications Bureau. Assistant Director is responsible for direct oversight of application resource management among the Administrative Applications, Java/Data Warehouse Applications, and Payroll Application teams to ensure alignment with customer priorities.
• Promote project management, customer service and enhancing business capacity.
• Oversee developer resources for systems development, programming, testing and implementation including user acceptance and certification of new systems and enhancements as well as the preparation and maintenance of all attendant program, system and operations documentation and on-line Technical Practices and Standards and Procedures documentation. Inherent in this activity are the supervisory/administrative responsibilities over all Enterprise Applications Staff.
• Ensure the Enterprise Applications Staff receive on the job and/or formal classroom training as needed for them to support the their systems.
• Lead and/or participate in initiatives which evaluate changes to software platforms, staff resources/skill sets, licenses, hardware, etc.
• Obtain an understanding of customers’ business processes, priorities and strategic direction and foster that understanding in the CIO staff.
• Gain business knowledge through directly working with the customers at regular meetings, by partnering on Division and Bureau priorities and through participation in Strategic Planning activities.
• Demonstrate an understanding of the CIO organization and use that knowledge to coordinate technical efforts across multiple CIO teams
• Act as a liaison between customers and CIO technical groups in order to foster clear, understandable communication and to set appropriate direction in order to provide the best customer service possible.
• Act as a project sponsor or project lead during large development activities and application upgrades ensuring the project scope, deliverables and expectations are well defined and achievable.

• Demonstrated experience in management/leadership roles.

• Strong oral and written communication skills.

• Project management experience, ideally with Microsoft Project.

• Experience/knowledge of application development - system development life cycle
