Minimum Qualifications Four years of experience in the field of contract compliance, human rights, affirmative action or minority business enterprise, including: planning, developing, implementing and reviewing programs dealing with minority business enterprise, human rights, affirmative action, minority business program coordination, affirmative action compliance review, or labor relations directly relating to affirmative action; or experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector. Substitution: Graduate and under graduate credits may be substituted for experience on the basis of 30 credit hours for each six months of experience, not to exceed two years of experience. Experience with NYS Contract System preferred.

Duties Description Reporting to the Director of Affirmative Action Programs, the Minority Business Specialist 1 will assist in facilitating and monitoring all the Department of State (DOS) Minority and Women Business Enterprise (MWBE) Program, to ensure DOS compliance with the provisions of Article 15-A of the Executive Law and the rules and regulations contained within 5 NYCRR Parts 140-44. The incumbent will assist in ensuring that MWBEs are given practical opportunities to participate in the Department procurements, as well as providing full support with all DOS processes in the NYS Contract System. Duties include, but are not limited to the following:










• Assist the Director of Affirmative Action Programs and the Bureau of Fiscal Management (BFM) in preparing DOS MWBE Master Goal Plan and the preparation of Agency’s MWBE quarterly utilization;



• Assist the MWBE Program Manager with all MWBE processes during procurement and execution of contracts;




• Provide technical assistance to Department staff, grantees and subcontractors to achieve compliance with MWBE requirements, as established by Empire State Development;




• Review new procurements and contracts prior to execution to set MWBE goals, and contract amendments or extensions to modify MWBE goals;




• Assist DOS Programs with monitoring of contracts to verify compliance with MWBE contract requirements;




• Enter contracts, grantees and subcontractors’ information on the New York Contract System to ensure electronic utilization reporting by contractors;




• Monitor grantees’ MWBE utilization in the NYS Contract System to ensure contractors meet the MWBE contract goals;




• Assist DOS programs staff and grantees during the MWBE waiver request process;




• Assist with gathering and processing of utilization plans and reports, as well as required forms from grantees, for quarterly MWBE and EEO reporting;




• Assist with the collection of statistical data of the Department’s MWBE related processes.
