Minimum Qualifications Transfer: Candidates must be eligible to transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of the M-2 level. Open Competitive: A bachelor’s degree and five years of experience in the fiscal management of health and mental hygiene programs in excess of $100 million annually. A Master’s degree in hospital, business, or public administration may be substituted for one year of experience.

The appointment status will be provisional pending successful completion of an open-competitive Civil Service examination for this title. Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description The Office of Mental Health (OMH) is seeking a qualified State employee to fill a Supervisor Resource Development, M-2, position in the Office of Financial Management, State Operations Finance Group (SOFG), Bureau of Costing, Rate Setting and Revenue Management. The incumbent will serve as the Assistant Director of the Bureau and be responsible for overseeing the SOFG’s revenue management and cost reporting functions which total upwards of $1.2 billion annually.
Specific duties include, but are not limited to, the following:
• Supervise and coordinate the Bureau’s systems used to compile cost and statistical information for OMH psychiatric centers.
• Supervise and coordinate the development of the annual cost report base file.
• Supervise and coordinate the preparation of annual Medicare and Medicaid cost reports for all OMH operated psychiatric centers.
• Supervise and coordinate responses to audits conducted by outside federal and State agencies.
• Prepare the Internal Cost Proposal to allocate state agency administration to OMH.
