Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description This position will be in the Accounting Bureau and will report to the Director of the Accounting Bureau. Duties and responsibilities include, but are not limited to:
• Manage the Integrated Accounting Systems and Payroll units of the Accounting Bureau;
• Oversee the implementation of the Time and Attendance System (LATS). As project manager, facilitate the information flow from Office of Information Technology Services (OITS) staff to executive management, as well as make decisions to ensure project stays on track. Oversee testing, design, and implementation;
• Oversee time and attendance reconciliation with paychecks to ensure proper, timely reimbursement from federal agencies. Understand and update “hold file” process for efficiencies and ensure reconciliation is kept up to date;
• Act as Liaison with OITS for continued operation of current time and attendance system (TADS);
• Coordinate transition of payroll staff to the Business Service Center (BSC), ensuring that there is continuity of agency processes/services after the implementation. Work on the transition staff plan;
• Ensure Department’s policies are up to date. Coordinate review and update of Department’s Manual of Administrative Procedures (MAPs). Provide quality assurance for all payroll bulletins prior to posting on IntraDOT;
• Oversee the manager of payroll operations at NYSDOT; including troubleshooting of escalated issues involving payroll distribution, concerned employees, executive management, and employee relations;
• Manage the implementation of Statewide Financial System (SFS’s) impact on NYSDOT Integrated Accounting System;
• Oversee various accounting calculations and reconciliations including, but not limited to the Indirect Cost Rate development, Cash Management Improvement Act, Governmental Accounting Standards Board (GASB) pronouncements, and Federal Emergency Management Agency (FEMA) reimbursements;
• Oversee Federal Highway Administration (FHWA) weekly reimbursement to the agency and assist with troubleshooting escalated issues between OITS, FHWA, Office of the State Comptroller (OSC) and NYSDOT;
• Act as Audit Liaison for Internal and External audits;
• Supervise staff, write program plans, mentor and counsel, approve timesheets.
• Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
