Minimum Qualifications Candidates must be reachable for appointment on the current Program Operations Specialist 1 eligible lists (00-233 Transition or 25-565 Open Competitive) OR be a current New York State employee eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

Candidates may be eligible for consideration under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law. Individuals certified eligible for the 55-b/c program must possess a bachelor’s degree and two (2) years of Developmental Disabilities experience to meet the education and experience qualifications.

For Provisional Appointment:

In the event that there is not a valid eligible list, candidates who meet the following minimum qualifications may be qualified for a provisional appointment:

Candidates must have a bachelor's degree and two years of professional clinical or program administrative experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, and/or evaluating a statewide or regional program for people with developmental disabilities. This experience must have included information gathering and analysis.

Substitution: A master's degree in a human services specialty or in public administration, business administration or hospital administration may be used to substitute for up to one year of the non-specific experience.


PREFERRED QUALIFICATIONS:

• Knowledge of the Coordinated Assessment System (CAS);
• Demonstrated Excel skills including but not limited to creation of tables, conditional formatting, sorting, filtering, use of appropriate formulas to analyze data, building advanced charts and pivot tables;
• Strong computer and technology skills;
• Ability to work independently, in a team environment, and cooperatively with co-workers;
• Strong writing, verbal communication, interpersonal, and organizational skills;
• Ability to manage multiple priorities effectively, including prioritizing work plans and work assignments and meeting deadlines;
• Ability to travel up to 50%

Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities (OPWDD) Division of Person Centered Supports is seeking an individual to work as the Coordinated Assessment System (CAS) Program Operations Specialist. The Coordinated Assessment System (CAS) is OPWDD’s new assessment tool and this position will be responsible for monitoring data for the planning and implementation of the CAS, assisting in the development and implementation of quality measures, and evaluating the systemic impact of instituting a new assessment tool.

PRIMARY DUTIES AND RESPONSIBILITIES:

Duties and responsibilities of the incumbent may include, but are not limited to, the following:

• Develop processes for evaluating assessment data on a daily, monthly and yearly basis;
• Assist in development of quality monitoring strategies based on data analysis;
• Monitor progress on daily, monthly and yearly basis on progress towards completion rates of assessment (individual and aggregate), and timeframes for assessment completion;
• Develop and meet timelines on assigned projects;
• Identify and utilize resources needed to meet deliverables;
• Provide technical assistance to assessment staff as it relates to data collection and compliance with regulations;
• Lead project meetings.
