Minimum Qualifications Applicants must have one year of permanent competitive service as Budget Examiner, M/C-18, OR one year of permanent competitive service in a title eligible to transfer under section 52.6 of Civil Service Law.


Duties Description The incumbent will be a member of a team responsible for the Department of Transportation, Thruway Authority, Bridge Authority and other transportation related authorities and entities. The individual’s assignment will include developing and reviewing budget and programmatic recommendations; facilitating and monitoring budget execution activities on one or more of these agencies and authorities; representing the Division in meetings with agency and authority fiscal and program staff; drafting legislation and bill memorandums; tracking revenues, disbursements and staffing against fiscal and personnel plans, providing periodic reports to management, and other functions as assigned.

Applicants should have strong analytical, written and verbal communication skills, and be motivated to work in a challenging, but rewarding, programmatic environment. Candidates should demonstrate the ability to:

• Think creatively and strategically to define and solve problems;
• Perform financial analyses, projections and calculations;
• Develop and support timely and pragmatic budget and policy recommendations;
• Prepare effective oral and written presentations in a variety of formats suitable for senior management;
• Create, manage and manipulate information databases and complex program modeling spreadsheets, and
• Support teamwork through strong interpersonal skills.

Candidates are also expected to be proficient in the use of office technology and basic Microsoft applications including Word and Excel. Proficiency using Microsoft Access and Power Point a plus. Knowledge and ability in Statewide Financial System, Integrated Budgeting System (IBS) information systems and NYS Electronic Personnel System (NYSTEP) preferred.
