Minimum Qualifications This position is open to current or former NYS employees who have had at least one year of permanent, competitive service in a G-23 position that was deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Required Skills and Abilities:

• Extensive knowledge of the organization of New York State government, especially budget and financial operations;
• Must have a customer-service focus;

Duties Description The Statewide Financial System (SFS) seeks employees with New York State experience to provide temporary assistance to the SFS as it expands functionality and provides support to agencies as they complete activities in order to transition to the enhanced SFS System. Due to the nature of the work and the immediate need for assistance, incumbents must possess a high level of New York State-specific knowledge including finance, contracting, budgeting and procurement. The incumbents of these positions may be required to travel within the Albany, NY area.

Responsibilities:

Assignments will be made to the appropriate SFS Team (Stakeholder & Agency Support, Service Delivery, Solution Services, Information Technology, and/or Program Management) based on the candidate’s skills and experience. Responsibilities may include the following:

• Work as a member of the project-based Stakeholder Services Team on; communications, web support, knowledge management and documentation, development and delivery of training materials and sessions, and stakeholder management in support of SFS enhancement activities and the on-boarding of additional agency users;
• Work closely with Lead and Key agencies in the identification of agency/user requirements. Participate in the development and distribution of key agency communications. Develop relationships with key resources within assigned agencies and maintain continuous contact with them throughout the development process;
• Contribute to the development and execution of agency implementation assessments and evaluate agency-readiness;
• Develop agency deployment plans that outline activities that need to be completed prior to transitioning to SFS;
• Assist all SFS project teams in the coordination of agency activities to ensure agencies have information they need in a timely fashion;
• Assist project leads with the preparation and disseminating of materials to agencies for existing and new policies, programs and activities related to SFS enhancements;
• Coordinate activities in support of projects at SFS to ensure the project objectives are met;
• Provide assistance in all areas of contract management;
• Provide assistance in project coordination activities such as developing resource plans, schedules and milestones; monitor and report on issues, risks and progress;
• Create unit policies and procedures;
• Aggregate, document, track and manage problems and solutions in a Frequently Asked Questions (FAQs) format for stakeholders;
• Assist the Stakeholder Services team in preparation of enhancement activities;
• Track lessons learned from each agency to share best practices with other agencies and for future planning;
• Participate in the organization and execution of user acceptance testing;
• Assist with both trainer training and end user training;
• Assist with the development and/or testing of interfaces between SFS and agency-specific systems;
• Coordinate reconciliation activities resulting from the testing of data conversion programs;
• Monitor deployment cutover checklists, ensuring activities are properly aligned and issues are escalated appropriately;
• Create test scripts and data value sheets; and
• Automate test scripts.
