Minimum Qualifications Interested candidates must be reachable on the Business Systems Analyst 3 eligible list OR be eligible to transfer under section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 23 or higher.
Duties Description • Oversee the tax and accounting team.
• The incumbent will be working on a variety of tasks surrounding the Payroll System. Aside from the general BSA duties below, incumbent will be working with the ePay project team to implement new statewide access their own payroll information online. This new initiative is causing a complete analysis on existing our existing business processing around tax withholdings within PeopleSoft.
• Directs business systems analysis activities including developing and testing PayServ System functionality.
• Writes agency business analysis standards and process documents.
• Analyzes and revises flow charts, process models and technical specifications describing as is or to be IT systems or business processes.
• Prioritizes IT system requirements to gain stakeholder agreement for IT projects or business process change documents detailing projects.
• Develops and prepares justifications and explains IT system or business process requirements.
• Evaluates the outcomes of systems testing, and confirms that the results are consistent with the system or business process specifications.
• Reviews proposals from staff and recommends to management the criticality of revising system or business process requirements during and after IT system implementation.
• Supervising business systems staff involved with payroll taxes and accounting.
• Review day-to-day work production.
• Ensure staff is adequately trained.
• Provide oversight with regard to performance programs, workload prioritization, and staff evaluation.
• Provide executive level managerial support to the Assistant Director and Payroll Bureau leadership.
• Provide expert technical advice related to production schedules and payroll processing deadlines.
• Attend meetings, and analyze proposed PayServ system changes; develop methods to implement in PayServ.
• Participate in policy development, quality assurance and risk management activities with regard to how Peoplesoft handles taxation and accounting.
• Liaison with systems development staff, control agencies, and internal and external management personnel; direct the communication of related processes and procedures.
• Review internal controls and modify operations as needed.
Additional Comments • Knowledge of Systems Development Life Cycle
• Knowledge of managing and using large scale systems
• Knowledge of Peoplesoft and Oracle databases
• Ability to write basic SQL and read more advanced SQL
• Demonstrated knowledge of the relationship between payroll transactions and the various retirement systems and other deduction vendors
• Two years’ experience in managing tax year-end processing from a payroll perspective
• Two years’ experience as a BSA, including performing requirements analysis, writing test case scenarios
