Minimum Qualifications This is a transfer opportunity for a current State employee with permanent service as a Contract Management Specialist 1.
OR
52.6 Transfer:
One year of permanent competitive or 55b/c service in a title SG-16 and above designated administrative under Section 52.6 of the Civil Service Law.
OR
70.1 Transfer to Contract Management Specialist 1:
One year of permanent competitive or 55b/c service as an Associate Auditor State Expenditures, Housing Specialist 1, Management Specialist 1, Purchasing Agent, Real Estate Specialist 1, Senior Accountant, Senior Budgeting Analyst or Transportation Analyst.
OR
70.1 Transfer to Contract Management Specialist Trainee 1*:
One year of permanent competitive or 55b/c service as an Administrative Aide, Agency Program Aide, Assistant Purchasing Agent, Education Program Assistant 1, Education Program Assistant 2 or Grants Management Budget Specialist 1.
OR
70.4 Transfer to Contract Management Specialist Trainee 1*:
One year of permanent competitive or 55b/c service at the SG-11 or above AND possession of a bachelor’s degree; AND candidates selected under this option must have standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.
*NOTE: Successful completion of two year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.
Preferred Qualifications:
*In addition to meeting the minimum qualifications, the preferred candidate would also possess knowledge of the NYS Grants Gateway System and the ability to effectively utilize the Empire State Development’s Minority and Women-Owned Business Enterprise (M/WBE) on-line tracking system.
Duties Description The incumbent will:
• Develop bid documents (including RFPs, IFBs, RFIs, etc.) and administer solicitation and evaluation process.
• Work with program units to update specifications, as needed.
• Draft appropriate bid documents to ensure results contract will meet program needs and adhere to applicable rules, regulations and guidelines, and fiscal objectives.
• Provide advice and guidance to program, where necessary.
• Evaluate bids and work with program to determine recommended awardee.
• Ensure accurate execution of all documents needed for the procurement record.
• Serve as liaison between program units, vendors and control agencies on contract issues related to assigned contracts.
• Answer technical questions and resolve problems and outstanding issues.
• Seek guidance from supervisor and control agencies, when necessary, to properly implement contracts or guide program personnel.
• Perform reviews of contract implementation and performance. Contract management and administration includes price adjustments, amendments, contract interpretation and problem resolution.
• Resolve problems with contract identified by agency staff or vendors.
• Ensure work conforms to agency and statewide purchasing policies and/or agency requirements or needs.
• Monitor workflow processes for opportunities to increase efficiency.
• Recommend improvement opportunities.
• Knowledge of and experience using the Statewide Financial System.
• Review and approve voucher payments.
• Serve as Minority and Women’s Business Enterprise (MWBE) liaison, including submitting quarterly utilization reports.
• Manage federal and state grant programs, including contract administration and spending.
• Interact with control and other State agencies, including, but not limited to, Office of State Comptroller and Division of Budget, as necessary.
Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends in order to prevent future occurrences.
