Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Research OR be reachable on the Civil Service eligible list for this title.
If there are fewer than 3 acceptors on the eligible list, a provisional appointment may be considered.
For provisional appointment, candidates must have a master’s degree AND five years of experience in research. Three years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).
Section 70.4 Transfer
To be eligible for transfer under Section 70.4 of the Civil Service Law, candidates must have standing on the Civil Service eligible list for this title and be a current New York State employee in a title allocated at Grade 24 or higher.

Duties Description
The New York State Education Department’s Office of P-12 Education is seeking candidates to fill the position of Associate in Education Research in the Office of Charter Schools. This Office is responsible for creating and sustaining excellent educational options for New York State families on behalf of the Board of Regents by providing fair and transparent oversight of all charter schools. The incumbent of this position will perform research in support of developing policies and implementing regulations. Other duties of this position include, but are not limited to, the following:

• Communicate with charter schools, school districts, BOCES, Regional Information Centers, advocacy groups, and internal constituencies regarding academic and data management compliance for schools in New York State;
• Perform in-depth meta-analyses and develop narrative and visual depiction of charter school academic performance for charter renewal, revision, replication and other charter authorizing purposes;
• Develop publications, presentations or other tools to help schools and advocacy groups easily understand the academic benchmarks of the Charter School Performance Framework;
• Provide reports (tables, visualizations and written analysis) of data for Charter School Office (CSO) staff and site visit teams to use as springboard for on-site and written communication with schools – identify academic pitfalls, strengths, future trending data, comparative analysis to the district and state outcomes by grade level;
• Act as charter school liaison and participate in school evaluation visits and development of reports;
• Analyze the effectiveness of educational programs, including supports and interventions, by developing and examining data sets that include student achievement data, enrollment data, attendance trends, postsecondary variables and other related information;
• Manage academic, attendance, graduation and dropout data as they become available internally to track the accountability of schools;
• Analyze and interpret the efficacy and implications of state accountability, data policies and interventions (recent examples include the moratorium on standardized testing for K-2 students and determining student placement and school and Department data sharing policies that resulted from the 2014 data sharing legislation);
• Contribute to the development and application of new CSO or Department metrics for determining schools’ academic progress or decline;
• Research best practices to support the development, architecture and maintenance of dashboard data systems for academic, graduation, enrollment and post-graduation trends;
• Respond to concerns about policy and legal decisions as they affect academics, enrollment, graduation and student persistence;
• Perform analyses on “what-if” scenarios to determine possible implications that policies and legal decisions may have on schools. These analyses are used to support management decisions, long-term planning and policymaking;
• Train staff and schools to develop high quality school accountability plans and goals;
• Respond to ad hoc data questions from within the Department and outside stakeholders;
• Collaborate with multiple Offices to create a uniform interpretation of data policy and implementation of data collection and analysis; and
• Design and implement authentic research and meta-analysis for high-stakes policy decisions with Department-wide implications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval. Verification of degree will be required.
