Duties Description The Office of Mental Health’s (OMH) Center for Human Resources Management, Bureau of Education and Workforce Development (BEWD), is seeking qualified, current State employees to fill two Agency Training & Development Specialist 1, Grade 18, positions.

The incumbent will assist with a wide range of initiatives designed to train and develop the OMH workforce so they may safely and effectively provide services to recipients. The incumbent will work on segments of the OMH training program designed to improve the knowledge and skills of administrative and clinical staff. Duties include, but are not limited to, the following:

• Utilize computer-based systems and online supports to manage, monitor, and report staff training functions and activities (i.e. Statewide Learning Management System as well as database, spreadsheet, and reports software such as Access and Excel). The incumbent will support the use of the online Statewide Learning Management System across the OMH system. The incumbent will administer all features of the SLMS and teach others how to use system features.
• Design, deliver, and evaluate courses and workforce development programs that support the OMH training operation. In addition to supporting traditional classroom programs, the incumbent of this position will assist in the research, development, delivery, and expansion of e-learning and distance learning programs utilizing the latest technology and computer-based solutions.
• Consult with program managers to analyze training needs, and identify programs and resources to meet those needs.
• Research and inform employees and program managers of available training and educational opportunities, and answer related questions.
• Make arrangements for training courses, including scheduling classroom space, setting up classroom, obtaining and setting up required equipment, and obtaining materials and supplies. For e-learning and distance learning programs, make arrangements for and/or use appropriate technology resources (e.g., WebEx, video teleconferencing, etc.).
• Design professional training materials and flyers using Microsoft Publisher and other publishing software.
• Evaluate training courses through the use of questionnaires, review of work reports, or supervisory evaluation. Make suggestions and adjustments to curricula as needed.
• Represent the Bureau on interagency workgroups as assigned.
• Occasional travel may be required.

Additional Comments BEWD is part of OMH’s Central Office, and has its office space conveniently located on the grounds of the Capital District Psychiatric Center, 75 New Scotland Avenue, Albany. It is within walking distance or a short drive of OMH’s Central Office at 44 Holland Avenue.
