Minimum Qualifications Interested candidates must currently be serving in Information Technology Specialist 2 (Programming) title OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher.

Duties Description • Meet and assist in collaboration with the rest of the Employer Support Team, the business unit partners and/or other IT teams to define and develop business requirements
• Assist in determining and mitigating risks and provide written confirmation for system modifications
• Participate in creating Statements of Work when appropriate
• Analysis of requested modifications and determine impact of changes
• Analyze mainframe COBOL batch and online programs for potential modifications to both current and new MEBEL processes
• Create technical specifications based on business requirements outlining intended changes
• Develop and review detailed documentation for system and program change requirements, including the functional specifications that define the business rules, and the input, processing, and output details pertinent to the system's operations and report programs
• Update applications in accordance with agreed upon business specifications, and ERS Application Bureau quality assurance standards, developing screen prototypes to meet business requirements
• Write COBOL batch or online program code, queries, or other application code in the mainframe environment to accommodate agreed upon user specifications in support of MEBEL system as used by the MESB or Accounting Bureau business user community
• Create and maintain JCL statements, batch job resolution documentation, and related security requests for use in job execution and scheduling
• Utilize debugging tools Intertest and Xpediter
• Develop or update existing COBOL programs, JCL statements, queries, or other application code as necessary for data cleansing or system integration purposes for the business process redesign project
• Ensure status of work is communicated to appropriate levels in a timely manner
• Develop unit test plans based on coding changes and user specifications and conduct unit testing and debugging of all code changes in the development environment
• Create test data using QMF, write SQL queries and/or download process of production data
• Perform and document all unit and string testing within development environment
• Migrate all code changes (programs, procedures, etc.) from development region into user test environment
• Support user testing by collaborating with business users in creation, execution, and documentation of user test plans to ensure accuracy and completeness of all pertinent test conditions and providing necessary test data
• Assist users to ensure all appropriate conditions are tested and results are validated
• Create documentation and procedures for new and existing processes
• Modify existing documentation as needed
• Provide on-call support for nightly batch processing as needed
• Create and/or review each day’s nightly batch processing schedule
• Check previous night’s batch processing results to resolve any outstanding issues
• Troubleshoot and resolve programming issues as reported by members of MESB or Accounting Bureau user community

(4) Ability to work efficiently in a demanding environment with rapidly changing priorities and multiple customers

(5) Experience in analysis and design and the ability to positively and effectively interact with all levels of both technical and business staff to facilitate discussions within the IT and business user community. These discussions should include the gathering of business requirements, preparation of time estimates, negotiation of realistic goals, coordination of testing, project documentation, and the reporting of project statuses

(6) Experience with the creation of business solutions that meet the requirements set forth by the business, the translation of business requirements into technical specifications and adherence to established programming standards and OSC internal controls
