Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2 OR
Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Associate Auditor, Associate Internal Auditor, Contract Management Specialist 2, Management Specialist 2, or Program Research Specialist 3 (Economics Finance).
Provisional Appointment
If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must be a qualified employee of NYSED and have one year permanent competitive or 55b/c service as an Education Finance Specialist 1, Senior Accountant, Senior Auditor, or Senior Budgeting Analyst.
*Leads to a maximum salary of $85,635 based on annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Office of Fiscal Management (OFM) is seeking applications for the position of Education Finance Specialist 2. OFM serves as the fiscal advisor to Department management and staff. Under the general direction of the Education Finance Specialist 3, the incumbent will oversee the Contract Processing Unit (CPU), including ensuring the NYSED contract payment processing meets State and Federal guidelines and ensures the units smooth transition to the New York State’s Statewide Financial System (SFS) on-line modules. Duties of the position will include, but not be limited to, the following:
• Supervise and direct the day-to-day operations of both professional and support staff within CPU, including new projects and special assignments;
• Assist in the preparation of reports, data extracts, analyses and responses to requests for technical assistance from the Bureau Chief, consultants, other Department staff, representatives of external agencies/organizations and others;
• Ensure that contract payments are made within the Office of the State Comptroller’s (OSC) approved timelines;
• Ensure compliance with agency/state policies & regulations;
• Maintain SFS role mapping to meet the needs of the unit;
• Provide guidance & instruction, including ensuring the Departments smooth transition to and continued use of SFS payment modules;
• Act as the liaison to OSC/SFS, as well as internal/external audit groups as related to contract payment processing;
• Assist in the development of policy and procedures, including the update of procedural manuals; and
• Advance Human Resources policies and programs by evaluating effectiveness and measuring progress of program/NYSED objectives.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of Budget approval.
