Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant State Accounts and Systems, Associate Auditor, Associate Examiner of Municipal Affairs, Associate Health Care Fiscal Analyst, Associate Internal Auditor**, Associate Medical Facility Auditor, Employment and Training Fiscal Auditor 2, or State Program Examiner 2**.
**Must have a bachelor’s degree or higher with 24 credit hours in accounting and/or auditing.
Duties Description The New York State Education Department’s (NYSED) Office of Fiscal Management (OFM) is seeking applications for the position of Associate Accountant. The incumbent of this position will be responsible for the oversight of the development of the Department’s Indirect Cost Plan, management of the Time and Effort Allocation System (TEAS) system and annual Information Technology (IT) Chargeback. Duties of this position include, but are not limited to, the following:
• Oversee and direct the preparation of the Department’s Annual Indirect Cost Plan for approval of the United States Department of Education;
• Manage and monitor the Department’s TEAS;
• Direct the review, preparation and reconciliation of the Department’s Annual IT Chargeback Plans;
• Coordinate the review and preparation of documents required for Federal and State reporting;
• Track and analyze spending, as well as manage miscellaneous fiscal, budget and administrative projects, as needed;
• Serve as liaison for the Department with control offices including Division of Budget, Office of the State Comptroller and NYS Statewide Financial System;
• Ensure that all activities are in accordance with Federal and State financial guidelines; and
• Supervise responsibilities for staff involved with the preparation of duties as described above.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $85,635 based on annual performance advances.
