Minimum Qualifications A current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 2 (M3) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G27/M2 and deemed eligible for transfer under Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
Doctoral level degree in a public health field or a an MPH and 6+ years’ experience in designing and implementing public health interventions and creating multi-sector partnerships to improve specific public health outcomes. Experience administering funding for public health programs. Experience working with health care, business and education sectors and stakeholders on public health planning around shared objectives. Knowledge of public health accreditation and core public health functions. Experience participating in national public health policy discussions. Experience in managing large committees that develop and implement policy recommendations related to public health.

Duties Description The New York State Department of Health seeks a mid-career public health professional to assist the Director, Office of Public Health Practice, the Deputy Commissioner and Deputy Director, Office of Public Health, as part of the leadership team to improve public health outcomes in New York State. The successful applicant will work at the State level with local public health departments, state-wide and local public health stake holders, other State agencies, foundations and other funders to advance state level interventions in public health priority areas. Specific state level responsibilities will include monitoring progress on New York State’s Prevention Agenda goals; providing resources and technical assistance to local health departments and other stakeholders on evidence based and promising public health practices; building and maintaining multi-sector state level partnerships; implementing newly redesigned regulations which define local public health practice for 2014 and beyond, coordinating training resources to support the development of local and state public health leaders, focusing attention on with state health reform initiatives to ensure they support public health goals and maintaining NYS’s public health accreditation status. Additional responsibilities of the leadership team include: Policy making and administration of the $192 million General Public Health Work Program which funds New York’s local health departments to provide core public health services; Providing support to New York’s Public Health and Health Planning Council (PHHPC) on public health policy issues; Obtaining grants to support the development of public health practice in New York State; Maintaining the public health quality improvement and performance management structure for the Office of Public Health and supporting local health departments in implementing quality improvement/performance management programs; Oversight of the Public Health Information Group that makes data accessible and useful for state and local public health stakeholders throughout the state; and Maintaining a learning management system and its content to maintain the competence of New York’s public health workforce. In addition to State level responsibilities, the management team works regionally and locally with local health departments and other stakeholders, providing resources and support. Specific local level issues include appropriate regionalization of public health functions, coalition building with non-traditional partners and improving population health in partnership with primary care providers.
