Minimum Qualifications Job Specifics
The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.
When the Redesign Project is complete, NYSLRS will possess a modern information system, ready to meet the needs of its customers and stakeholders in a secure, flexible and stable environment.
Minimum Qualifications
Interested candidates must be reachable on the Business Systems Analyst 3 eligible list OR be eligible to transfer under section 52.6 of the Civil Service Law.

52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 23 or higher.

Duties Description Under the general direction of the Redesign Business Assistant Director, the incumbent will work closely with the operational bureaus, stakeholders and the Redesign business team to refine and develop requirements for Retirement Services new Retirement Benefits Administration system and its associated business processes. The incumbent will participate in all aspects of system development, including business process and system analysis, creation of new functional designs, creation and execution of user test plans and system deployment activities. They will also lead the effort to develop, communicate, and maintain methodologies and standards to promote and institutionalize a consistent approach to business analysis throughout the Project and in supporting/maintaining the new System. In addition, the incumbent will directly supervise BSA 2 staff and indirectly supervise additional BSA staff.
The incumbent of this position will be responsible for, but not limited to:

• Planning, organizing and assigning staff to research, gather and evaluate information, system or business process requirements;
• Analyzing current or ‘as is’ state of the business process or functions and process models;
• Reviewing and writing requirements for future or ‘to be’ state of IT system or business processes for the more critical assignments;
• Assisting in prioritizing and organizing requirements. Communicating business process requirements to IT staff, program staff and stakeholders;
• Analyzing the impact of changes to IT system requirements or business processes and evaluating project timelines and priorities;
• Encouraging stakeholders to resolve issues with design specifications before implementation;
• Monitoring system testing (by developing test data and scenarios, testing functions, and documenting results); and assessing the impact of errors on system functioning during and after implementation;
• Supervising BSA staff;
• Evaluating staff performance and productivity, developing and managing training plans for subordinate staff; and
• Establishing, monitoring and ensuring that predetermined goals/objectives are met; managing daily work/priorities.

• Strong interpersonal skills, particularly verbal and written communication
• Strong presentation skills
• Preferred experience working with an enterprise system such as PeopleSoft
• Required experience using recognized business analysis methodologies such as business process flows, fit-gap analysis and functional designs
• Required experience developing test scenarios, scripts and data, and reviewing test results
• Strong troubleshooting, problem solving and organizational skills
• Ability to understand the business environment and translate that into effective requirements - interacting and working well with technical and business staff
• Ability to perform effectively: creative thinking, decision making, problem solving and system thinking
• Demonstrate ability to coach and mentor employees; ability to uphold highest standards of professionalism and courtesy in the workplace; ability to apply the organization’s values and hiring practices in obtaining new talent
• Demonstrated experience supervising multiple employees
• Work well in a team environment
