Duties Description The New York State Office of Mental Health (OMH) is seeking a Project Coordinator (G27) to manage the contract of an Electronic Medical Record System (“EMR”) based upon a solution/derivative of the U.S. Department of Veterans Affairs (VA) Veterans Health Information Systems and Technology Architecture (VA VistA) software. The OMH EMR solution is ESVistA.
ESVistA is a scheduled four year project with expected costs of $60 million. There are one prime vendor (CGI) and two subcontractors (DSS and NTT) working on project. Estimated vendor staff is over 100. OMH and ITS staff exceed 30 FTE. ESVistA will be implemented in all 24 OMH hospitals, as well as affiliated clinics. Project completion is scheduled for August 2018.
Key aspects of the OMH’s vision for New York State mental health care include developing and supporting a coordinated, comprehensive, community-based public mental health system. By implementing the OMH EMR, the OMH seeks to improve:
1. the tracking of individuals’ mental health care records;
2. the flow of EMR data among OMH Facilities and Outpatient Locations;
3. the efficiency and effectiveness of the OMH mental health services.

OMH has retained the services of an IV&V vendor to provide an independent review and evaluation of the EMR project, and specific project activities, including Deliverable review and analysis. As the IV&V is another facet of the overall EMR project, interested candidates are encouraged to review that RFP as well.

The Project Coordinator will be an integral OMH EMR team member, working closely with OMH subject matter experts, ITS project management, the EMR and IV&V teams, and OMH Counsel, as appropriate.
The Project Coordinator will primarily provide contract management services to ensure that the project is progressing in alignment with the contractual requirements and to provide a knowledgeable resource for OMH and ITS project management teams on contract interpretation and implementation.
The Project Coordinator will manage both the EMR and IV&V contracts and work with the OMH Consolidated Business Office on various contract-related activities.
The primary responsibilities of the Project Coordinator include but are not limited to:
• Monitoring the EMR contractor’s progress and performance in relation to contract requirements, providing assistance in the interpretation of EMR contract provisions and providing recommendations and guidance to project management teams for strategies to address contract compliance issues
• Attending and participating in EMR project meetings and providing input from a contract management perspective.
• Attending EMR project management meetings on a regular basis and documenting decisions
• Analyzing EMR project Deliverables to ensure conformance with contract and project requirements.
• Analyzing IV&V project Deliverables and documents and providing feedback
• Communicating, both verbally and in writing, with EMR and IV&V vendor teams on various project activities
• Documenting contractor performance and providing recommendations to OMH EMR Team.
• Assisting in exercising state remedies as appropriate in event of performance deficiency.
• Maintaining comprehensive document records for the EMR project with respect to contract management issues.
• Participating in dispute/resolution processes when required.
• Working with OMH Counsel and Business Office on EMR and IV&V related activities.
• Monitoring Contractor activity on a specified frequency to identify problem areas.
• Participating in meeting with the EMR and IV&V Contractors on a regular basis to review progress, discuss problems and consider necessary changes.
• Identifying potential problems and solutions.
• Monitoring schedule compliance and participating in Schedule Review Process.
• Attending meetings as needed, weekly, monthly, management stand up.
