A permanent non-competitive appointment may also be made pursuant to Section 52(7) of the Civil Service Law, if three or fewer qualified candidates in the department promotion field apply for this position. Qualifications for a non-competitive promotion for this title include: One year of permanent service at Homes and Community Renewal in a financial management or budgeting position allocated to SG27/M-2 or higher.
Duties Description Under the direction of the head of the Office of Financial Administration, the incumbent is responsible for: Developing and executing comprehensive programs of financial policy and fiscal control for DHCR; Overseeing the daily fiscal operations for the Finance Unit’s main functions including but not limited to contracting, purchasing, travel, and accounts payable; Assisting in providing overall direction and guidance to Finance Unit staff of managerial, supervisory, professional and clerical subordinates; Reviewing and analyzing Federal and State regulations to evaluate the unit’s compliance with such requirements and providing any recommendations for procedural changes to ensure compliance; Participating in budget and finance discussions with other units throughout the agency and assisting other units in developing and preparing the agency’s annual spending plan and disbursement requests; Understanding the rules governing both the Division of Housing and Community Renewal and the Housing Trust Fund Corporation; Reviewing and authorizing expenditures of DHCR and HTFC resources; Working with Finance Unit and other DHCR and HTFC program areas to create efficiencies within various processes; Assisting in monitoring the utilization of DHCR funds and formulating proper accounting controls.
