Minimum Qualifications To be considered, candidates must have:

A. Experience

Five (5) years of progressively responsible administrative, consultative or supervisory experience in a mental health program including at least one of the following:

1. One (1) year of satisfactory experience in a position comparable to a Clinical Chief of Service (COS) or Director of Mental Health Rehabilitation

OR

2. Two (2) years of satisfactory experience in a position as administrative head of a multi-disciplinary treatment team

OR

3. Two (2) years of satisfactory supervisory, professional or administrative experience in the development, operation and/or implementation of the mental health service delivery system for State facilities, counties or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

AND

B. Education

A Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. Current registration or licensure required where applicable.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description Under the general direction of the Executive Director, the Deputy Director, Psychiatric Center 2 – Operations is responsible for the non-medical clinical management of the facility’s corrections-based programs and services. The Deputy Director participates in the development of the facility's short and long range goals; establishes policies and procedures to ensure efficient and effective service delivery; ensures service delivery complies with OMH guidelines and the standards of regulatory agencies; provides leadership in developing therapies and programs to support patient rehabilitation and recovery; supervises, coordinates and directs the activities of subordinate managers responsible for the provision of quality patient care; ensures the maintenance of a safe and therapeutic treatment environment; manages the corrections-based census and ensures that staff are appropriately and efficiently deployed; and establishes and maintains an effective working relationship with the Department of Corrections and Community Supervision (DOCCS) to ensure that program goals are met. The position is based at the Central New York Psychiatric Center inpatient forensic hospital located in Marcy, New York. Extensive travel will be required, as this position is responsible for statewide programs.

Candidates will also be subject to a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs, and the Statewide Central Register of Child Abuse and Maltreatment (SCR) maintained by the Office of Children and Family Services (OCFS). Candidates may be required to pay the fees associated with these background checks.
