Minimum Qualifications One year of permanent competitive service in a position allocated to Grade 23 or higher with administrative experience as defined in Section 52.6 of the Civil Service Law (law, personnel, budgeting, methods and procedures, management, records analysis or administrative research); OR two years of permanent competitive service in a position allocated to Grade 18 or higher with administrative experience as defined in Section 52.6 of the Civil Service Law (law, personnel, budgeting, methods and procedures, management, records analysis or administrative research); OR one year of permanent competitive service in a position eligible for transfer under Section 52.6 of Civil Service Law, allocated to Grade 23 or higher. The 52.6 transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grade levels, or one M- grade level.

Strong staff and/or project management experience, with a demonstrated competency in one or more of the following areas: contracts, policy development, organizational analysis and planning, budgeting, human resources, or customer-focused operations. Strong written, oral and interpersonal skills required.

Duties Description The Administrative Officer 2 reports to the Director of the Office of Administration in Albany. This position is the Department's highest level administrative position in the New York City Office and manages the agency's operational, personnel and support services in that location, as well as being responsible for the oversight of the same areas in the Long Island Office. Responsibilities include, but are not limited to:

• Provides administrative support to the Public Service Commission (Chairman and Commissioners) and the staff of the Department of Public Service who are assigned to the New York City Office. The incumbent represents the Secretary to the Commission in dealings with utility representatives, the public and local community. Assists the public by directing inquiries to the appropriate office as required. Coordinates special events and receives subpoenas for the Commission and the Department.

• Serves as the Department designee on personnel and personnel-related matters in the New York City and Long Island offices. Works closely with the Director of Human Resources in Albany on confidential labor/management issues, disciplinary cases, including Notices of Discipline and grievances, and health and safety issues. Represents the Department in interactions with union representatives (CSEA and PEF) on a case-by-case basis. Also assists New York City program managers when employee problems arise that require an on-site professional administrator. In addition, the incumbent acts as the initial contact for prospective employees, provides new employee orientation, and oversees other administrative responsibilities such as job postings, exam announcements, employee benefits, etc. Travel to the Long Island office is necessary for a full day on a monthly basis.

• Manages all aspects of the New York City Office and oversees all aspects of the Long Island Office, including space planning, telecommunications services, security, health and safety standards, maintenance, renovation and repair of space and equipment. Provides the Chairman, Commissioners and Department staff with necessary facilities and equipment to conduct Commission sessions, public forums, and utility hearings. Supervises the New York City Office mail services, supply services, copying services and messenger services.

• Represents the Office of Administration's Finance and Budget Section in the administration of the Department's fiscal management program in New York City. Administers the Department's downstate purchasing program; responsible for the control and distribution of payroll checks, petty cash, travel vouchers, etc.; administers employee travel consistent with New York State and Department travel regulations. Some limited travel to the Department’s main office at the Empire State Plaza in Albany will be required on an as needed basis.
