Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, Candidates must have one year of permanent competitive or 55b/c service as a Legal Assistant 1 OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 70.1 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2 year traineeship that leads to the journey level grade SG-14 position.

70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as a Business Services Center Representative or in an eligible title, allocated to grade SG-12 or higher and possess an associate’s degree or certificate in legal studies, paralegal studies, or legal assistant studies from an accredited institution or one approved by the American Bar Association or have graduated from an accredited law school.

For appointment to Legal Assistant Trainee 1, candidates must have one year of permanent competitive or 55 b/c service in a title SG-9 or above eligible to transfer under section 70.1 of the Civil Service Law OR be reachable on the Legal Assistant Trainee 1 eligible list. The traineeship would include Legal Assistant Trainee 1, SG-11, Legal Assistant Trainee 2, SG-13, and after successful completion of a two year traineeship advancement to the SG-14 level.

The salary listed above applies to candidates appointed to Legal Assistant 1, SG-14. The hiring rate for candidates appointed to Legal Assistant Trainee 1 starts at $37,253, and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Legal Assistant 1 upon successful completion of a two year traineeship.

Duties Description The New York State Education Department (NYSED) is seeking applicants for the position of Legal Assistant 1 to support the Office of Professions (OP) Division of Professional Licensing Services (DPLS). Under the direction of OP attorneys, duties of this position include, but are not limited to, the following:

• Assist in providing legal support and analysis on corporation approvals and issues regarding the corporate practice of the professions, as well as other corporation related matters;
• Assist in the review of applications for waivers of corporate practice prohibitions and the issuance and renewals of such waivers;
• Compile and organize documentation, prepare and assist in the preparation of legal documents and forms, log information and prepare correspondence. Assist in responding to written and oral inquiries and/or complaints in a timely and accurate manner, track cases, ensure that deadlines are met, and maintain various calendars;
• Conduct research into legal matters, analyze materials and present both oral and written comments on findings regarding the corporate practice of the professions, as well as other areas of laws that relate to and impact OP;
• Assist in all aspects of responding to subpoenas served on OP;
• Assist OP attorney(s) with drafting and reviewing Regents’ rules and Commissioner’s regulations, along with supporting materials;
• Assist OP attorney(s) to ensure that NYSED is compliant with the State Administrative Procedure Act requirements with regard to all OP regulatory activities;
• Work with OP staff and various legal and scheduling databases in order to schedule moral character, disciplinary, and license restoration hearings; and
• Handle special assignments as assigned in a timely and accurate manner.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment.
