Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
Strong program and contract management experience, including reviewing and approving work plans and budgets. Excellent writing, verbal, organizational and interpersonal skills with the ability to work well independently and as part of a team. Proficient with MS Office, familiar with Outlook and the Statewide Financial System (SFS). Supervisory experience and ability to manage multiple tasks and priorities.

Duties Description Under the direction of the Family Planning Program Director, the Health Program Administrator 1 (HPA1) will oversee Family Planning Program staff and activities, including supervision of professional staff. This professional will be responsible for tracking grant deliverables and assisting in the preparation of reports and funding applications; managing communications with contract agencies; ensuring the timely review and approval of annual contract documents, including budgets and work plans; managing contracts with family planning service providers; assisting in the oversight of activities of the Statewide Center of Excellence for Family Planning; and monitoring family planning contract agencies to assure that required corrective action plans are implemented. The HPA1 will serve as liaison with other Department of Health (DOH) staff and outside stakeholders on family planning matters, respond to requests for information on family planning program topics, assist in the development and management of procurements, expenditure plans and other budget documents.

Additional Comments Permanent, full-time appointment. Periodic in-state travel is required, including travel to some areas that may not be served by public transportation.
