Minimum Qualifications Interested candidates must be reachable on the eligible list or eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer

Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher.

Duties Description •Ensures the accurate and timely payment of New York State General Obligation (GO) and New York Local Government Assistance Corporation (LGAC) bonds’ debt service and related portfolio expenses and management of LGAC cash flow and ensures funds are properly secured.

•Performs data management activities to ensure accurate tracking and integrity of the LGAC and State General Obligation debt portfolios within Bureau of Debt Management’s portfolio tracking tools (currently DBC Debt Manager, Access and Excel).

•Assists in the issuance of GO and LGAC bonds.

•Prepares and distributes/files data, reports or notices necessary to comply with statutory, regulatory, accounting, continuing disclosure or other requirements.

•Participates in procurement activities related to LGAC and GO portfolios.

•Acquires, maintains and broadens knowledge of current debt/public finance issues by reading and researching various publications, legislation, statutes, regulations, etc., performs complex statistical, comparative, impact and other fiscal analysis of public finance and program issues based on economic or other forecasts, program proposals and modifications and completes special research projects, as requested, including but not limited to, the analysis of formal and informal data and reports or articles issued by government agencies and/or finance or other related organizations.

•Tracks and maintains reports, records, correspondence, filings and notifications received in hardcopy and/or electronic format.

Additional Comments Desired Competencies
• Advanced proficiency with Microsoft Excel and Microsoft Access;
• Experience in data analysis; advanced modeling, statistical or other data analysis techniques especially desirable;
• Proven ability to learn and work successfully with financial data and concepts; and,
• Proficiency with Microsoft Word.
In addition, the ideal candidate will have:
• A solid understanding of the municipal market and public finance. Such knowledge includes, but
is not limited to, understanding of debt service amortization and interest cost (true interest cost, net interest cost & effective interest cost calculations); interest rate exchange agreements; fixed rate debt structures; variable rate debt structures; bond refundings and present value savings analysis; bond insurance; ratings and rating agencies; official statement disclosure and Municipal Securities Rulemaking Board’s (MSRB) Electronic Municipal Market Access System (EMMA);

• Proficiency with DBC software, including the DBC Debt Manager and Finance modules;
• Familiarity with New York State statutes and policies associated with State bond issuances;
• Familiarity with New York State and local budgetary, economic or policy issues; and,
• A demonstrated attention to details, the ability to work in a fast paced environment, manage multiple priorities and meet deadlines, work in a team environment, and possession of strong quantitative, analytical, organizational, data management, interpersonal and communication skills.
