Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming) OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible to transfer under §52.6 of the Civil Service Law AND:
I. A bachelor's degree or higher in computer science, computer information systems, telecommunications, or management information systems OR;
II. A bachelor's degree or higher in any field including or supplemented by 15 credit hours in computer science with at least 9 credit hours in programming languages OR;
III. A bachelor's degree or higher in any field and at least one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR;
IV. A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR;
V. A total of two years of experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing.
*Leads to a maximum salary of $66,494 based on annual performance advances.
Duties Description The New York State Education Department's (NYSED) Office of Information Technology Services (ITS) is seeking an applicant for the position of Information Technology Specialist 2 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will be responsible for the technical programming support of NYSED’s data systems and will also perform technical system enhancements on a variety of operating environments. Duties of this position will include, but are not limited to, the following:
• Work on a UNISYS mainframe and demonstrate proficiency with COBOL/LINC programming, use of CANDE and WFL;
• Analyze the impact of proposed modifications on existing components of the system and implement needed modifications;
• Participate in systems analysis discussions, including requirements definition and prototyping of proposed solutions;
• Coordinate with the Statewide Financial System (SFS) project manager regarding changes driven by SFS;
• Develop and execute application test plans and identify and troubleshoot system errors, as well as implement the necessary solutions;
• Ensure that systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices and security standards;
• Develop project plans for system enhancements and provide project status reports to project stakeholders; and
• Exhibit knowledge and/or practical experience programming in LINC, COBOL, JAVA, Perl, UNISYS DMSII, MS SQL, EZSPEC and COGNOS.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment.
