Duties Description The Manager of IT Operations & Network Services reports to the Deputy CIO. Responsibilities include the day-to-day tactical oversight of the IT Operations & Network Services section. The incumbent will oversee staff and coordinate IT operational and project related efforts to ensure that all OAG networking, SAN, VOIP, Virtualization, Microsoft Windows Server and Server Applications (Exchange, SQL and Share Point) and backups adhere to best practices associated with the documenting, managing and securing of these systems. The role ensures proper planning, reporting and progress for IT Operations & Network Services projects. Under the general direction of IT Management, the incumbent will provide leadership and technical expertise to ensure the integrity, confidentiality, and availability of OAG information technology assets. This position requires a thorough understanding of complex business structures and processes, best practices for appropriate enterprise architecture, network infrastructure and information governance approaches.

Job Responsibilities:

Works directly with IT Management in support of the following responsibility:

• Assign work to subordinate supervisors. Monitor project progress, review major staff initiatives, and makes recommends as appropriate. Writes progress reports for IT management that describes project status including the technical, fiscal, and staffing issues associated with project completion.
• Work with other Section Heads within the IT organization to ensure compatibility of all initiatives and acquisitions within and among IT;
• Update Project Portfolio on a monthly basis to report project status to senior staff.
• Assess technology for gap analysis purposes and identify opportunities to better leverage system features and capabilities;
• Perform team skill assessment, gap analysis, and execute positive change through appropriate management and mentorship;
• Manage cross training of technical staff to follow proper operating procedures necessary to maintain the integrity of the network and the technologies involved;
• Define scope and objectives of short-term and long-range projects for IT Operations & Network Services. Confirm that project schedules are up to date and complete.
• Facilitate meetings attended by project team(s), agency management, users and IT staff to discuss specific projects.
• Develop procedures, standards and internal controls for the conduct of work within IT Operations & Network Services. Coordinate with the Chief Information Security Officer to insure compliance with security policies. Monitor compliance and take appropriate action as needed.
• Serves as liaison with vendors. Create Statement of Work and RFP as needed with vendors. Monitor vendor compliance with contracts for services. Resolve problems as needed.
• Manage and automate system reporting and proactive alerting for IT Operations & Network Service; Assist team with optimizing system health monitoring, maintenance and reporting.
• Assist management in the development, interpretation, review, and communication of IT policies, procedures and standards;
• Develop and maintain technical documentation regarding network configurations, operating procedures, and service records. (ex. Visio drawings, Excel spreadsheet, Word documents, etc);
• Facilitate IT Change Control meetings ensuring procedures are followed for the OAG change control process. Keep change control procedures up to date and available for staff.
• Assist management with budgeting, purchasing, strategic planning and human resource related responsibilities;
• Perform the full range of supervisory duties. Perform Annual & Semi Annual performance evaluations for subordinates
