Minimum Qualifications 52.6 Transfer:
One year of permanent competitive or 55b/c service in a title SG-16 and above designated administrative under Section 52.6 of the Civil Service Law.

70.1 Transfer to Contract Management Specialist 1:
One year of permanent competitive or 55b/c service as an Associate Auditor State Expenditures, Housing Specialist 1, Management Specialist 1, Purchasing Agent, Real Estate Specialist 1, Senior Accountant, Senior Budgeting Analyst or Transportation Analyst.

70.1 Transfer to Contract Management Specialist Trainee 1*:
One year of permanent competitive or 55b/c service as an Administrative Aide, Agency Program Aide, Assistant Purchasing Agent, Education Program Assistant 1, Education Program Assistant 2 or Grants Management Budget Specialist 1.

70.4 Transfer to Contract Management Specialist Trainee 1*:
One year of permanent competitive or 55b/c service at the SG-11 or above AND possession of a bachelor’s degree; AND candidates selected under this option must have standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.

*NOTE: Successful completion of two year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.

Duties Description The incumbent will:
• Process all administrative/contract requirements for Emergency Projects for Region 2.
o Review completed scopes of work;
o Solicit bids;
o Collect written bid quotations;
o Process the required permitting paperwork;
o Prepare documents and ensure distribution to D&C Contract Performance;
o Prepare, review subcontractor and supplier authorization letters;
o Track subcontractor approvals in DCNet;
o Maintain Emergency RedKit;
o Conduct training on Emergency Procedures for other field staff.
• Follow up on contractor progress payments.
• Follow up on outstanding Audits and Non Conformance Reports for ISO Related matters.
• Assist in responding to Construction Claims, litigation items.
• Creation and processing of consultant, construction and emergency contracts, contract
supplements and change orders.
• Communication with prime contractors, subcontractors, OGS field and headquarters staff, and
other state agencies regarding contract requirements, information needs and status updates.
• Respond to questions as required from other D&C personnel, OGS Legal Services, OGS Finance
and other state agencies, vendors and the public.
• Review, auditing and approval of vendor payment submissions for construction, emergency and
consultant contracts.
• Perform other research, analysis, documentation or administrative work as assigned by the senior
managers in the Division of Construction.
• Supervision of other employees who participate in the above activities may be required.
