Minimum Qualifications At least six years of progressively responsible experience in human recourse management and/or LATS/Time & Attendance. Two years of this experience must be in a supervisory/managerial position. A bachelor’s degree may be substituted for two years of the non-managerial experience. A master’s degree in public or business administration, policy analysis, or a related field may be substituted for an additional one year of the non-managerial experience.

Duties Description • Lead individual agency Time & Attendance/LATS-NY Deep Dives to understand agency discretionary time and attendance rules as well as the necessary LATS system configurations that will need to be set up to properly apply those rules for each agency.
• Work with each agency and the vendor to identify any necessary extracts of data or interfaces which will require a change request. Assist in managing the process to ensure these change requests are completed prior to the agency becoming a customer of the BSC.
• Work with each agency and the vendor to identify other LATS-NY system changes that are necessary in order for the agency to continue operations. Work with the Time & Attendance service line, the agency, and the vendor to develop the change request. Assist in managing the process to ensure these change requests are completed prior to the agency becoming a customer of the BSC.
• Work with the Time & Attendance service line to identify other LATS-NY system changes that are necessary in order for the agency to continue operations. Work with the vendor to develop the change request. Assist in managing the process to ensure these change requests are completed prior to the agency becoming a customer of the BSC.
• Work with the Time & Attendance Service Line and the vendor to identify and document change request that are needed to meet future agency business needs.
• Test new system changes completed by the vendor and provide feedback on necessary fixes until the changes work properly.
• Prior to each wave, test each agencies data to ensure its accurate when populated to the LATS-NY test environment.
• Configure each agencies LATS settings in the test environment prior to the wave and test to ensure the system is working properly.
• Configure each agencies LATS settings in LATS-NY and ensure proper segmentation of security roles.
• Communicate and work with new agencies HR officials and employees to ensure the system is working properly. If not, communicate with vendor employees and open tickets in the vendor’s OnTime system documenting the issue that they need to correct. Manage the OnTime tickets to ensure timely remediation of the issues that need to be corrected.
• Communicate and work with the HCM team to identify and correct any LATS system issues/needs that result from its interaction with HCM.
• Prepare written communications to BSC Management, Transition, Customer Care, Tax Call Center, Agency HR Officials and employee customers in Right Now, memorandums, and/or email format regarding LATS-NY.
• Participate in meetings with agencies, the LATS-NY vendor, and the HCM team around touch points with LATS-NY.
