Provisional:

In the event there is no viable Civil Service list, a provisional appointment may be made. In order to be eligible for a provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as a Payroll Assistant, Grade 9, or Payroll Examiner 1, Grade 12.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Payroll Examiner 2, Grade 15, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office, Payroll Service Unit is responsible for processing payroll transactions and providing payroll services for 24 OMH psychiatric facilities and OMH Central Office staff. The incumbent will lead staff responsible for processing payroll transactions, direct deposits, deductions, taxes, miscellaneous payments and related material for employees at several OMH facilities Statewide. Specific duties may include, but are not limited to, the following:

Monitor team and individual progress during payroll closeout and provide assistance as needed by utilizing the various salary manuals, payroll bulletins, queries and OSC contacts.

Supervise staff/lead a team to ensure compliance with OMH standards for Time and Attendance, performance evaluations and work habits.

Perform complex salary calculations by researching OSC records for prior service, applying appropriate salary rules and working with OSC Salary Determination Unit.

Extract data from PayServ using Query in order to maintain internal controls and to provide data as required by other organizations within the Agency.

Lead team in implementing payroll related policy directives, contract initiatives and reporting requirements in accordance with OSC Payroll Bulletins, Budget Bulletins, negotiated agreements, GOER directives and Civil Service memoranda.

Serve as a liaison to assigned facility to ensure compliance with established procedures and deadlines and to resolve payroll issues requiring coordination between OSC, Treasury, and Central Office Facility Personnel.

Work directly with other Team Leaders to ensure coverage of payroll as needed.
