Preferred Qualifications:
The preferred candidate would have progressively responsible professional work experience in the administrative support of a large, multi-faceted public health program. Experience with Federal grants, working knowledge of the Statewide Financial System (SFS), the development of program policy and interpretation of federal regulations as well as excellent communication, analytical, computer and organizational skills. Duties Description The Health Program Administrator (HPA) will be part of the Fiscal Management Section (FMS) within the Bureau of Supplemental Food Programs. This position will assist in the financial management of the NYS Women, Infants and Children (WIC) program. There are 93 WIC contracts providing services to approximately 500,000 participants. Annual food benefits total $460 million with associated administrative costs of $125 million. FMS staff process approximately 1,500 requests for local agency reimbursement annually. Responsibilities will include all aspects of contract and grant management - budget development, budget monitoring, voucher processing and contract execution, expenditure plan monitoring and close-out. The incumbent will provide technical assistance and guidance to regional office contract managers. Other duties also include the processing and preparation of procurement and contract documents, and preparing fiscal reports of local assistance expenditures. The incumbent will work in the Statewide Financial System to monitor program spending and provide information to management as needed

Additional Comments Contingent-Permanent, full-time appointment. Occasional travel, including overnights and travel to areas not served by public transportation is required.
