Candidates must have permanent status as an Associate Budgeting Analyst, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law. Duties Description The Office of Mental Health (OMH) is recruiting to fill the position of Associate Budgeting Analyst, Grade 23, in the Long Island Field Office. The incumbent will provide technical budget and fiscal assistance to County Departments of Mental Health and to the not-for-profit community who receive State Aid for community-based mental health programs.
Duties include, but are not limited to, the following:
• Develops and executes budget activities for programs/funding assignments.
• Administers all budget implementation and spending plan activities for programs/funding assignments including spending plan updates to the Aid to Localities Financial System (ALFS) by program at the county/provider level of detail and reviewing for consistency with the Enacted Budget.
• Manages all budgets and monitors activities for the Transitional Care, Transitional Management, Family Care, Residential Treatment Facilities, Exempt Income and the Gross-Income-Net model for various housing programs, Projects for Assistance in Transition from Homelessness (PATH), and Shelter Plus Care programs.
• Reviews, analyzes, and approves financial plans for compliance with OMH’s State aid approval letter allocations and spending plan guidelines.
• Provides fiscal guidance and assistance to counties and providers regarding new Managed Care contract, cash flow, budgets, and planning for fiscal stability and for State-Aid grants including funds administered by OMH.
• Conducts fiscal review of 45 direct OMH contracts and for special projects and budget initiatives including budget savings initiatives for non-residential programs and changes to existing fiscal and program policies.
• Updates and maintains OMH's spending plan guidelines which include the rules/control points and fiscal reporting requirements for counties and providers.
• Utilizes and assists providers to navigate Managed Care Technical Assistance Center in transition to Managed Care contract.
