Duties Description The Office of Mental Health (OMH) is recruiting to fill an Assistant Purchasing Agent/Purchasing Agent Trainee within the Office of Financial Management, Consolidated Business Office (CBO). The CBO is responsible for consolidated cash management, purchasing, vouchering, contract and payroll services for 24 OMH psychiatric facilities. The incumbent will be trained in the laws, rules and regulations and procedures involved in the purchasing of a variety of supplies, materials, equipment, and services required by the OMH Central Office and/or OMH Facilities. The purchasing activities include working with preferred sources, OGS state contracts, open-market buying procedures governed by the NYS Procurement Council, Office of the State Comptroller, and applicable regulations and guidelines related to minority and women-owned businesses. Specific duties to be performed may include, but are not limited to, the following:

Review purchase requisitions for appropriateness of use and for compliance with rules, regulations and agency policy.

Prepare detailed specifications and bid proposals for materials and/or goods to be purchased based on information gathered from program management and available industry materials.

Obtain price quotes and determine goods availability with a variety of vendors.

Participate in oral communications with and/or prepare written correspondence to vendors, OGS purchasing contacts, program administrators, and OSC representatives on a regular basis.

Assist in the preparation of procurement financial status reports utilizing spreadsheet and database software.

Perform general procurement activities in support of the CBO’s purchasing functions.

Review Procurement Records and Vendor/Responsibility documents to insure accuracy, completeness, and all mandatory requirements have been met.

Contact OMH facility staff and contractors to facilitate correction of deficiencies or errors noted in the Procurement Record.

Update the CBO Procurement contracting tracking system.

Use the State Financial System (SFS) to process purchase requisitions.

Additional Comments The Consolidated Business Office (CBO) is conveniently located on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. Covered parking is available on site for a nominal monthly fee.
