Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive service in a title allocated M-3 or higher deemed eligible to transfer pursuant to section 52.6 of the Civil Service Law. If there are three or fewer qualified candidates, a permanent appointment may be made as a “non-competitive” promotion pursuant to §52.7 of the Civil Service Law. To qualify, you must have one year of permanent competitive service as an Assistant Director, Education Business Management Services.
*Leads to a maximum salary of $121,997 based on annual performance advances.
Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services (PIMS) is seeking applicants for the position of Director, Education Business Management Services. PIMS is responsible for building operations and maintenance, records management, printing and shipping of statewide assessment exams, health and safety, interior design and space planning, and mail services. Under the direction of the Deputy Commissioner for PIMS, the Director, Education Business Management Services will provide direction and leadership for the various units in the Office of Facilities and Business Services. Duties of this position will include, but not be limited to, the following:
• Lead a staff of 200+ employees, including supervise, direct and support all division managers in the performance of their duties;
• Oversee, plan and coordinate the Department's Capital Construction Program, including the School for the Blind, the School for the Deaf, and the three Native American Schools;
• Oversee the statewide printing and distribution of all statewide assessment exams;
• Direct and provide technical assistance and guidance in the determination of office space allocation, layout and design for Department program areas statewide, including the management of all owned and leased office and storage space;
• Ensure that maintenance, custodial and security services are provided for the Education Building and Cultural Education Building and grounds;
• Review and develop policies and procedures where Business Management Services has lead responsibilities within NYSED; and
• Ensure sound fiscal controls, balanced budgets, and effective and well-defined personnel practices for Business Management Services division managers and staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
