Minimum Qualifications Candidate must be a qualified employee of New York State and have had permanent competitive service as follows: 1 year of permanent service as an MIS 1 or in a position eligible for Section 52.6 transfer.

Duties Description The Business Solutions section is responsible for the design, creation, deployment, and maintenance of business applications that support various programmatic needs of the OAG. These systems include but not limited to enterprise case management, registration and enforcement, debt and collection, public information and disclosure and a myriad of other applications. In addition, a number of systems require interaction/interoperability with systems external to the OAG. The incumbent will also lead various projects to modernize legacy applications within the OAG.

DUTIES:

• Manage Business Solution Section;
• Communicate and Interact with Executives and Stakeholders;
• Plan, direct and coordinate systems analysis, design, application program development, maintenance, implementation and quality assurance activities;
• Supervise subordinate staff including assigning tasks and performance evaluations;
• Develop internal procedures to comply with standards and internal controls defined by the section for the conduct of work as well as monitor compliance;
• Assist in composing and scoring RFP’s and Mini-Bids for the agency’s IT consulting and other services;
• Work with IT management to ensure compatibility of all initiatives and acquisitions;
• Participate in IT Budget discussions;
• Collaborate with PMO to coordinate and prioritize projects;
• Participate in Change Control process;
• Keep informed of new technologies/innovations and make recommendations for improving application delivery, quality, and migration strategies for aging legacy applications, tools, and systems.
• Perform other duties as assigned.

PREFERRED QUALIFICATIONS:

• Experience in leading, managing and supervising technical staff effectively.
• Extensive application project management experience and exposure to working with senior management.
• Experience with managing large complex application development and implementation and infrastructure environments supporting those applications.
• Experience developing statements of work (SOWs).
• Experience with traditional software development lifecycle (SDLC) as well as Agile iterative methodologies.
• Background in developing in an Oracle environment.
• Background in web development and experience with Java (jDeveloper), HTML, XML, web services, etc.
• Strong analytical and problem solving skills.
• Ability to work under pressure and meet tight deadlines.
• Excellent written and oral communication skills.
• Strong organizational and management skills.

Additional Comments Occasional travel and after hours work may be required.
