Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate Vocational Rehabilitation Counselor OR be reachable on the Associate Vocational Rehabilitation Counselor eligible list OR be a current NYS employee eligible to transfer under §52.6 of the Civil Service Law.
§52.6 Transfer
To qualify for transfer under §52.6 of the Civil Service Law, you must have one year of permanent competitive or 55b/c service in a qualifying title SG-23 or above. In addition, you must have a current Commission on Rehabilitation Counselor Certification (CRCC) certificate OR a master's degree in rehabilitation counseling, including a supervised internship from a Council on Rehabilitation Education (CORE) accredited program OR a master's degree in rehabilitation counseling or counseling and notice of eligibility to sit for the CRCC certificate examination.
If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must be a qualified employee of New York State and have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor or Senior Vocational Rehabilitation Counselor (Manual Communications).
Employees of ACCES-VR who are currently in an Associate Vocational Rehabilitation Counselor position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.
*Leads to a maximum salary of $94,834 based on annual performance advances.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking to fill an Associate Vocational Rehabilitation Counselor position in the Albany Central Office. Under the direction of the Manager of Educational and Vocational Services Coordination 2, the incumbent of this position will supervise the Senior Vocational Rehabilitation Counselors in the Policy Unit. Major responsibilities of this position include, but are not limited to, the following:
• Develop written communications and provide technical assistance to Vocational Rehabilitation (VR) staff and to interagency partners who are working with consumers receiving VR services;
• Lead interagency meetings to enable interagency partners to better understand the VR program and report information to the Manager of Educational and Vocational Services Coordination 2;
• Lead, coordinate, and participate on cross-functional policy development teams of internal and external stakeholders to develop policies and procedures for field use;
• Provide management with material and advice needed to direct VR programs;
• Analyze information from a broad range of sources and use the information to frame policies and general direction for the program;
• Contribute to legislative analysis for State and Federal bills;
• Develop policy and procedure updates, policy training curriculum, and Regents report materials;
• Deliver policy and other technical assistance training to staff as needed;
• Contribute to the development of presentations and facilitate workshops at public meetings;
• Lead the development of the State Plan; and
• Support the State Rehabilitation Council as needed.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Statewide travel will be required. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Filling of this position is contingent upon Division of Budget approval.
