Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Contract Management Specialist 2 OR be reachable on the Civil Service eligible list for this title OR be a current NYS employee eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

Section 52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive or 55b/c service in a 52.6 title allocated at grade 21 or above AND
Either 1. a bachelor's degree AND three years of full-time experience in managing contracts** and related budgets;
OR 2. a master's degree or a law degree AND two years of the required experience described above.

Section 70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in one of the following titles: Assistant Business Officer, Housing Specialist 2 or Senior Purchasing Agent.

** The managing of contracts must have included experience in one or more of the following areas: contract negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development; including developing requests for proposals; contract execution, including securing signatory approval from control agencies; or monitoring and review of contract terms. Experience limited to putting together the contract package or the procurement record for forwarding to control agencies, tracking the status of procurements through the agency and/or control agencies, or processing encumbrance documents or vouchers to encumber funds for or make payments against contracts, is not qualifying.

Duties Description The New York State Education Department’s Office of P12 Education is seeking candidates for a Contract Management Specialist 2 position in the Office of State Assessment (OSA). This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. The incumbent of this position will oversee the successful completion of Requests for Proposal (RFPs) and contract amendments. Other duties of this position include, but are not limited to, the following:

• Ensure the successful completion of RFPs and contract amendments to allow for timely transitions to successor contracts;
• Coordinate the work of the OSA contract management team to ensure the timely execution of new and successor contracts to meet test development and administration needs and the availability of scheduled test administrations;
• Provide leadership and training to OSA contract management staff and other OSA staff in expanding their skills in developing RFPs and contract amendments;
• Manage the work of contractors in strict accordance with NYS procurement rules and procedures;
• Supervise the OSA contracts team to ensure the timely completion of assigned tasks, time and attendance records, and performance evaluations;
• Provide guidance on contractual terms and monitoring processes to other OSA staff who work with State assessment programs dependent upon contracts with testing vendors; and
• Provide staff development for OSA’s contracts team, OSA leadership, and others in OSA on changes in the Department’s and NYS procurement processes.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval. Verification of degree will be required. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a salary of $85,635 based on annual performance advances.
