Minimum Qualifications Ten years of experience in Information Technology of which five years must have included project management oversight responsibilities such as planning, design, development, implementation, and operation of large-scale information technology project(s). This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risks plans, and communications plans.

Substitutions: An associate’s degree may substitute for two years of the experience. A bachelor’s degree may substitute for four years of the experience. A master’s degree in Project Management may substitute for five years of the experience. Lastly, a current certification from the Project Management Institute as a Project Management Professional (PMP) may substitute for an additional two years of the experience.

Duties Description • The incumbent will be under the supervision of NYSIF’s Chief Information Officer. The incumbent will direct the teams to manage new products. This will include direct supervision of consultant staff and matrix oversight of NYSIF resources for all phases of the software development lifecycle. Each incumbent will manage senior technical consultancy staff and an SG-25 level Information Technology Specialist 4 (may have parenthetic) and indirectly oversee additional permanent staff to ensure knowledge transfer to NYSIF employees. The incumbent will also matrix manage supporting IT and business teams as necessary to develop new process, products and applications.
• Demonstrates thorough knowledge of the principles and practices of project management. Incumbent will understand, identify and apply project management tools and techniques appropriate to each project phase across the following nine knowledge areas: Project Integration Management; Project Scope Management; Project Time Management; Project Cost Management; Project Quality Management; Project Human Resource Management; Project Communications Management; Project Risk Management; and Project Procurement Management.
• Draws upon the grouping of necessary skills and abilities relevant to each project area to successfully guide various activities of the project. Ensures that staff members are skilled in the nine project management knowledge areas, demonstrating sufficient expertise to successfully participate in the management and the implementation of assigned information technology change initiatives.
• Develops organizational change management plans to address information technology project’s impact on NYSIF and its policies and procedures.
• Implements and manages projects based on the philosophy of Lean Management focusing on eliminating waste, improving productivity and achieving sustained continual improvement. Oversees use of common Lean methods such as Value Stream Mapping, Kaizen events and the 5S workplace organizational methods.
• Responsible for the oversight of major information technology project initiatives including short term tactical plans and assistance with long term planning strategies through all project phases. Process steps include:
- Initiating - instituting processes to define a new project or a new phase of an existing project by obtaining consensus on the definition and authorization to start the project or phase;
- Planning - establishing the scope of the project, refining the objectives, and defining the course of action required to attain the objectives that the project was undertaken to achieve;
- Executing - completing the work defined in the project management plan to satisfy the project specifications;
- Monitoring and Controlling - tracking, reviewing, and regulating the progress and performance of the project; identify any areas in which changes to the plan are required; and initiating the corresponding changes; and
- Closing – finalization of all activities to formally close the project or phase.
• Develops, updates and communicates the major initiative resource plan for assigned projects and subprojects.
• Conducts ongoing monitoring of project status, risks and milestones. Ensures that competing demands are balanced and risks mitigated to maximize the opportunity for the delivery of an acceptable product to all stakeholders, including NYSIF Executive Staff, that is within budget, and conforms to scope, time and quality standards established for the project.
• Communicates project status both written and orally to NYSIF management and executive staff, as needed.
• Manages changes to project priorities and scope as instructed by NYSIF’s Executive Prioritization Process.
• Demonstrates a thorough knowledge of the funding process in a public sector environment as related to budgeting, cost accounting, financial planning and management.
• Evidences a thorough knowledge of financial and project analyses and control methods.
• Ability to plan, implement, and coordinate technical programs.
• Designs and produces reports necessary to monitor and assist in controlling budget and schedule constraints on all assigned projects. Establishes and ensures compliance with project budgets.
• Coordinates contract initiation and maintenance for external services. Participates with agency counsel in developing contractual vendor agreements.
• Oversees the RFP process, vendor selection and scoring process for project related services.
• Manages major initiatives in accordance agency standards
• Ensures project delivery is aligned with NYSIF’s strategic business plan. Follows NYSIF’s strategic goal that proposed changes will emphasize the improvement of customer service while maximizing efficiencies. Champions NYSIF’s commitment to improving customer service and making it easier for business owners (policyholders) to do business in the State of New York, and for injured workers (claimants) to receive the compensation to which they are entitled. Continuously strives to increase efficiency and decrease costs.
• Coordinates with NYSIF’s Enterprise-wide Project Management Office in the development of additional metrics that measure profitability and quality, not just quantity. This role requires the coordination with numerous other internal stakeholders including, but not limited to, executive and managerial staff data users, other members of NYSIF’s IT Program Management Office, and NYSIF’s Actuarial Statistical Unit.
• Responsible for a full range of supervisory duties for a combination of temporary contractual employees and NYSIF staff assigned to the individual Project Manager’s portfolio. NYSIF employees’ dedication to the IT project(s) overseen may vary based on individual role and phase of project requiring their expertise.
• Assists in the coordination of the functions of NYSIF’s IT Program Management Office with the functions of NYSIF’s Enterprise-wide PMO. Defines the responsibilities of each entity and ensuring smooth collaboration on issues where they are both stakeholders. The IT Project Management Office is focused on the prioritization and implementation of IT system/business process improvements to adopt new technologies, reflect changes in governing laws, control agency policies and procedures, and modifications to the data demands from both internal and external customers as well as the direction of both temporary contractual employees and internal NYSIF employees assigned to IT projects. The Enterprise-wide PMO is primarily responsible for the implementation of business process improvements identified through the outcomes of NYSIF’s ongoing Business Process Review (BPR).
