eligible list or eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 21 or higher.

Duties Description Major Activity: Plans, organizes, develops, conducts, and reviews major training and development programs to improve performance of agency operations:
• Assesses training and development needs by observing agency staff, discussing agency programs with program managers, and analyzing data.
• Researches various sources to find information, materials, and technologies to help in the design and development of training programs.
• Informs program managers and staff of training opportunities available.
• Approves specific programs and courses prepared by training staff to meet established training objectives in a variety of formats including classroom and on-line.
• Presents training courses dealing with complex and specialized material.
• Recommends new or expanded training programs to supervisors.
• Analyzes training data to identify training needs and trends.
• Approves the use of outside expert instructors and evaluates their effectiveness.
Major Activity: Supervises Agency Training and Development Specialists 1 in developing and conducting specific training programs:
• Assigns subordinate Agency Training and Development Specialists 1 to develop and conduct specific training courses.
• Reviews course outlines, curriculum, and instructional methods to determine if they meet training objectives.
• Instructs trainers in training techniques and use of training aids.
• Observes training courses to determine the effectiveness of material and its presentation.
• Reviews evaluation of courses by participants to determine deficiencies in content and emphasis of courses.
• Periodically reviews performance of staff by reviewing lesson plans, observing teaching techniques, and reviewing participant evaluations.
• Discusses problems and suggests corrective measures to staff.
Major Activity: Manages division and inter-divisional teams that support agency programs and initiatives:
• Ensures team objectives and deliverables are met within the designated timeframes and budget.
• Creates a team environment that is conducive to staff meeting their tasks and deliverables.
• Identifies and removes barriers and obstacles to team deliverables.
• Delegates tasks and monitors team progress.
• Periodically communicates with team sponsor on status of team deliverables.
Major Activity: Provides various organizational development activities to support agency staff meet their mission:
• Consults with customers to identify their specific needs.
• Develops, implements, and analyzes surveys.
• Conducts focus groups and analyzes data.
• Provides coaching to employees, supervisors and managers.
• Facilitates meetings.
