Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Supervising Accountant OR
Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 23 or higher - plus 24 credit hours in Accounting/Auditing.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Associate Accountant State Accounts and Systems, Associate Auditor, or Associate Medical Facility Auditor.
Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants to fill a Supervising Accountant position. RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs for preschool and school age students with disabilities in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will coordinate the work of the annual RSU Reimbursable Cost Manual (RCM) review in order to issue timely annual revisions to the RCM, including identifying areas in need of revision or clarification; organize annual opportunities for stakeholders to provide comments and suggestions regarding the RCM. Other duties of this position will include, but are not limited to, the following:
• Generate and design various reports for data analysis and dissemination purposes to inform RSU operations;
• Interpret and analyze data for the purpose of evaluating and recommending policies impacting the Unit;
• Direct and coordinate RSU’s review of official audits including: review of preliminary, draft, and final state or municipal audits; participation in opening and closing conferences relating to the audit; maintain records and status of data and information requests by the NYSED’s Office of Audit, Office of the State Comptroller (OSC), and municipal audit officials; supervise and review the RSU response to requests for information pertaining to audit for accuracy and completeness; identify and review corrective action measures that may be required following an official audit of a provider, review corrective action plans submitted and determine whether the plan adequately addresses the applicable finding of noncompliance identified in the audit; and supervise the calculation of rates based on audit by RSU staff;
• Maintain liaison relationships with various offices within the Department, as well as with other state agencies;
• Represent the Department on Inter-Agency workgroups and other taskforces as necessary;
• Design and develop office policies and coordinate office procedures and computer systems in order to maintain effective and efficient RSU operations;
• Provide technical assistance to staff, providers, advocacy groups, and government officials;
• Attend internal and external meetings to represent RSU and to provide relevant and accurate information and guidance; and
• Supervise a staff of Senior and Associate Accountants.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval.
*Salary leads to $94,834 based on annual performance advances.
